Introduction: This Sources Sought announcement is published FOR MARKET RESEARCH PURPOSES ONLY, pursuant to FAR 15.201(e) Exchanges with Industry.� No solicitation is available. In accordance with FAR 15.202(3), responses to this notice are NOT offers and CANNOT be accepted by the Government to form a binding contract. Portsmouth Naval Shipyard�s intent of this announcement is to identify interested contractors that could provide onsite Point-of-Care Rapid COVID-19 testing and results to support the modernization and repair of Naval Vessels. Requirement: This shipyard will require an onsite vendor to provide rapid COVID-19 testing to an asymptomatic workforce to determine if the tested personnel have contracted the virus. The shipyard will provide an area for establishment of the testing area with an adjacent area for personnel waiting for the results of their test. The Vendor shall setup their equipment within a trailer or similar provided by the vendor. The shipyard will have temporary power available for the utilities associated with the vendor�s needs. Sample testing analysis shall be done using rapid antigen testing procedure. Individual mass screening test results shall be provided electronically and via a hardcopy to the individual test participants and aggregated test results will be provided to the command designated representative.� The intent of the testing program is to identify individuals who are positive for COVID-19 at the start of their assigned shift; to best support the individual being tested the results shall be provided an expedient manner. If personnel are identified to be positive for COVID-19 via the rapid antigen testing a PCR test will then be conducted to confirm the results. On a daily basis, the contractor shall provide all manpower, management, tools, equipment, services, materials and supplies necessary to support and complete the administration of mass asymptomatic screening at each location and at the minimum daily testing throughput set forth below.� Administration of mass asymptomatic screening at a designated location includes: registration of test participants; collection and retention of signed testing consent and disclosure forms; collection of test samples; packaging of test samples for shipment; shipment from the test collection point to the designated processing laboratory and timely reporting of test results, both aggregate and individual. As to collection of test samples, the contractor shall be capable of collecting mass asymptomatic screening test samples for a minimum of not less than 7 hours per day OR not less than 3 hours per half day, inclusive of mobile site redeployment and transit time, if any.� Each mobile test unit shall be capable of administering a minimum daily testing throughput of 50 tests per hour. The daily testing capacity should be greater than 150 people per day and support 1st and 2nd shifts at PNSY. The contractor shall perform mass asymptomatic screening efforts on a daily basis during regular business operations, excluding weekends and official federal holidays. Responses: Interested parties are requested to respond to this RFI with detailed information on providing rapid antigen testing for asymptomatic employees of the Portsmouth Naval Shipyard.� Submissions shall be entered in PDF format and shall include: Company Name and contact information Contractor and Government Entity (CAGE) Code Specific space needed for trailer or structure to establish testing area Services needed to support testing area Specific Methods of Testing to be conducted Expected time duration between administration of test to results provided to tested individual. Documentation of adherence to established testing requirements Maximum hourly and daily throughput of tested personnel. Proposed solution for testing 1st shift (0630-1500) and 2nd shift (1530-0000) employees. Industry Discussions: Shipyard representatives may or may not choose to meet with potential vendors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks.
