Description
The purpose of this notice is to obtain information regarding: (1) the availability and capability of qualified small business sources; (2) whether they are small businesses; HUBZone small businesses; service-disabled, veteran- owned small businesses; 8(a) small businesses; veteran-owned small businesses; woman-owned small businesses; or small disadvantaged businesses; and (3) their understanding, capabilities and experience relative to the proposed acquisition to assist the Government in determining the expectation of receiving proposals from responsible small business contractors at fair market prices. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set- aside is possible. An organization that is not considered a small business under the applicable NAICS code can submit a response to this notice, however their capabilities may/may not be assessed for the purposes of this notice.� The U.S. Army Corps of Engineers Rock Island District is seeking System for Award Management (SAM) Database registered businesses that can provide the following Quality Assurance (QA) services for the inspection of hydraulic steel structures (HSS) to ensure that each HSS is fabricated according to contract specifications. QA services shall include document and drawing reviews, physical inspections, and testing to meet the requirements of the contract specifications including document preparation and correspondence as required. This announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. NO AWARD will be made from this Sources Sought Notice. This is NOT a request for proposal or quote or an invitation for bid. Particularly, the purpose of this NOTICE is to gain knowledge of potential System of Award Management (SAM) Database registered business. QA Services will be performed on the roller flood gate included in the Iowa River Basin, Cedar River, Cedar Rapids, IA, Flood Risk Management Project, 1st Avenue E Roller Gate Closure Structure and the Lockport Vertical Lift Gates, Illinois Waterway to be solicited later this year. More information regarding these fabrication efforts can be found at the following Beta.SAM.gov links: Iowa River Basin, Cedar River, Cedar Rapids, IA, Flood Risk Management Project, 1st Avenue E Roller Gate Closure Structure: https://beta.sam.gov/opp/4ceb31cba74a456299ab1bf4e55a3648/view� Welding inspection shall include review of equipment, record keeping, welding, QC procedures including NDT, weld repair procedures, and QA testing including visual inspection. The individual in charge of the QA inspections shall be an AWS Certified Welding Inspector in conformance with AWS QC1 and shall have a minimum of ten years� experience relating to steel fabrication with a scope similar to the subject HSS contracts. Non-destructive testing (NDT) personnel shall be qualified to ASNT Recommended Practice No. SNT-TC-1A, Level II or Level III. Bolting inspection shall include review of equipment, record keeping, bolting, QC procedures. The individual in charge of the QA inspections shall be experienced in the assembly of bolted fabrications and bolted connections. In addition, the individual shall have a minimum of 2 years� experience inspecting bolted connections and assemblies. Painting inspection shall include review of equipment, paint, record keeping, painting, QC procedures. The individual in charge of the QA inspections shall have received formal training in paint inspection and testing of the specified vinyl paint system and methods of applications proposed. In addition, the individual shall have a minimum of 2 years� experience in inspection and testing of paint systems. Interested businesses must be registered in the System for Award Management (SAM) Database at www.sam.gov. Email submissions are required. Please include the following information in your response: 1. Company name, address, cage code, and current small business status 2. Capabilities Statement indicating the contractor can meet the requirements within specified scope. 3. A point of contact to include a phone number and email address. 4. Past Performance History of projects of similar scope (Federal Projects preferred). 5. Copies of Technical Requirements Certifications can be submitted, but are not required at this time
