Description
Note:� This is the pre-solicitation notice related to a Sources Sought Synopsis issued on 8 February 2021.� ��This is a change in the Sources Sought Synopsis designated NAICS and PSC code.�� This was originally designated under NAICS code 237990 (Other Heavy and Civil Engineering Construction).� This project will now be solicited under NAICS 212312 (Crushed and Broken Limestone Mining and Quarrying) and PSC Code 5610 (Mineral Construction Materials, Bulk).� During the development of the Statement of Work, the Contracting Officer determined that the preponderance of the work is providing a supply item with services as an incidental process.� Therefore, this is no longer deemed a general construction project.� A search of the DSBS demonstrates that there is an adequate pool of small businesses that can provide the supply.� The Contracting Officer has confidence that the small businesses that responded to the initial sources sought synopsis would still have an opportunity to compete for this work. The U. S. Army Corps of Engineers, Los Angeles District (herein referred to as the USACE) plans to construct major modifications to Whittier Narrows Dam to better protect downstream communities. Among other features, the project will include overtopping protection by installing hardfill (soil cement) materials on the crest and downstream face and toe of the embankment. Approximately 160,000 cubic yards (CY) of hardfill are estimated for the project. Due to lack of suitable on-site materials, all of the hardfill aggregate materials will have to be imported from off site. Based on initial testing, recycled concrete aggregates appear to be good materials for hardfill embankment overtopping protection, given its favorable engineering properties, its economics, and environmental advantages. Recycled aggregate may be used for a portion of the material needed for hardfill. Locally, recycled concrete aggregate is widely commercially available as crushed Portland cement concrete (PCC). However, the raw material for crushed recycled concrete (demolition rubble) is often only available on a sporadic basis when local government (state/county/city) infrastructure projects, or major industrial concrete structures are being demolished. Thus, an early start (prior to the dam construction project) for obtaining recycled�concrete aggregate material for stockpiling over a period of time is desirable to meet the economics, quantity and schedule needs of the project. To prevent having excess material on site, only 160,000 CY of crushed recycled aggregate, rather than the maximum aggregate volume, will be used for this project. Location of this work is Whittier Narrows Dam, El Monte, CA The solicitation document following this pre-solicitation notice will be issued as an Invitation For Bid in accordance with FAR Part 14 Sealed Bidding under a Small Business Set Aside. Estimated Period of Performance is date of award through 31 December 2022 This project may be delayed, cancelled or revised at any time during the solicitation, selection, evaluation and/or final award process. Downloading the Solicitation:� Plans and Specification will not be provided in hard paper copy. The solicitation and all amendments for the�Invitation for Bid�will be posted on beta.sam.gov under the solicitation number W912PL21B0006. It is the offeror's responsibility to check beta.sam.gov frequently for any amendments or changes to the solicitation.
