- The US Army Corps of Engineers, Engineer Research and Development Center (ERDC) intends to negotiate on a sole source basis (IAW FAR 13.106-1) with Decision Partners Inc, 563 Bouldercrest Dr, Marietta GA, 30064-3312, for Technology Transfer of a Community Engagement Framework Using Mental Modeling for the Dredging Operations Environmental Research Program. Decision Partners Inc is uniquely posed to conduct this service. This sole source contract is a follow?on to contract W912HZ20P0134 to develop a community engagement framework for beneficial use of dredged sediment. No other contractor has this level of experience with this framework. The vendor for this contract action must be familiar with and have a working knowledge of both Mental Modeling Technology� and has developed the community engagement stakeholder prototype. Decision Partner�s, LLC has intellectual property concerning Mental Modeling Technology� platform, as they were instrumental in developing them. The required tasks must be completed in a relative short period of time to meet project goals and milestones. This contract will consist of three tasks: 1) Development of a technology transfer plan for the community engagement framework developed under contract W912HZ20P0134 2) Documentation of implementation methods for community engagement framework 3) Development of trade journal publication for implementing community engagement framework. According to Market Research conducted, Decision Partners Inc is the only company that can perform these services. This acquisition is being conducted under FAR 13.106-1. There are no set-aside restrictions for this requirement.� The intended procurement will be classified under North American Industry Classification System (NAICS) 541910 with a Small Business Size Standard of $16.5 million. This notice of intent is not a request for competitive proposals and no solicitation document exists for this requirement.� However, parties interested in responding to this notice shall submit technical data, including price, sufficient to determine capability in providing the same or similar service.� All capability statements received by the closing date of the publication of this synopsis will be considered by the Government. A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
