THIS IS NOT A REQUEST FOR BID � PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT� INTEREST FROM�QUALIFIED PRIME CONTRACTORS�who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to CFLAcquisitions@dot.gov (Attn:� Ryan Phillips) for receipt by close of business (2 p.m. local Denver time) on May 31, 2021:� (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program.� In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration).� This information must be provided in order to determine eligibility � DO NOT SEND COPIES OF YOUR SAM PROFILE; (3) Letter from bonding agent stating your firm�s capability to bond for a single project of $16 million, and your firm�s aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the subject project in which you performed (as the prime contractor) work similar to the proposed project. �DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc.� Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status.� All firms should be certified in the System for Award Management (SAM) located at https://www.sam.gov/ A Qualified HUBZone SBC receiving a HUBZone contract for general construction must spend at least 50% of the cost of the contract incurred for personnel on its own employees or employees of other qualified HUBZone SBCs.� This requirement may be met by expending at least 50% of the cost of the contract incurred for personnel on its employees or it may subcontract at least 35% of the cost of the contract performance incurred for personnel to one or more qualified HUBZone SBCs.� A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. PROJECT NUMBER:� CA FLAP SR 89(4) PROJECT NAME: ��Fanny Bridge PROJECT DESCRIPTION:� The Fanny Bridge project is located along Lake Tahoe�s west shore near the SR 89 and SR 28 intersection area in Tahoe City, California. The work includes replacing the Fanny Bridge, constructing a new roundabout at the wye intersection, pavement rehabilitation of SR 89 between the Fanny Bridge and the entrance of the Tahoe City Transit Center, with sidewalks, bike lanes, and sidewalks, landscaping and pedestrian/sidewalk lighting.� The purpose of the project is to reduce traffic congestion and improve the safety and operations of SR 89/SR 28 junction in Tahoe City by addressing: present and future automobile travel demand, pedestrian and bicycle mobility, public transit needs, the structural integrity of the Truckee River Bridge (Fanny Bridge), and emergency access to the West Shore within the Fanny Bridge Influence area. SIGNIFICANT QUANTITIES: Schedule A Fanny Bridge Replacement: Significant items include (quantities are subject to change): Removal and replacement of 1 bridge (Fanny Bridge) 290 Cubic Yards of Structure Excavation Cofferdams � Lump Sum Dewatering � Lump Sum 480 Cubic Yard of Class 5 Rip Rap 200 Tons of Aggregate Base 155 Tons of Asphalt Concrete Pavement 595 Linear Feet of Concrete Filled Steel Pipe Piles 366 Cubic Yards of Structure Concrete (air entrained) 75 Cubic Yards of Precast Structural Concrete (air entrained) abutments 100 Linear Feet of Expansion Joints 700 Pounds of Reinforcing Steel 34,200 Pounds of Epoxy Coated Reinforcing Steel 299 Feet of Concrete Bridge Railing 514 Square Yards of Concrete Overlay 200 Square Yards of Concrete Sidewalk Signing and Striping Option X Wye Roundabout: � Significant items include (quantities are subject to change): 3,100 Cubic Yards of Roadway Excavation 3,000 Tons of Aggregate Base 3,220 Tons of Asphalt Concrete Pavement 2,400 Linear Feet of Concrete Curb and Gutter 1,300 Square Yards of Concrete Sidewalk Signing and Striping Traffic Detector System Option Y State Round 89 Pavement Rehabilitation and Widening to include bike lanes, parking, and sidewalk:� Significant items include: 115 Tons of Aggregate Base 1,150 Tons of Asphalt Concrete Pavement 2,950 Square Yards of Asphalt Pavement Milling 366 Cubic Yards of Structural Concrete (air entrained) 1,600 Linear Feet of Concrete Curb and Gutter 1,750 Square Yards of Concrete Sidewalk 20 ADA Concrete Ramps Signing and Striping Option Z Lighting and Landscaping:� Pedestrian/Sidewalk Lighting Planting of Trees and Plants/Landscaping DISCLOSURE OF MAGNITUDE:� The project is estimated between $12M to $16M. CONSTRUCTION DURATION:� Tentative start date is April 2022 and estimated completion date is October 15, 2022 for Schedule A and October 15 2023 if Options X, Y, and/or Z are awarded. MISCELLANEOUS: The Tahoe Regional Planning Agency (TRPA) has grading restrictions for anything over 3 cubic yards between October 15 and May 1.� Exemptions can be granted due to dry weather.
