- Sources Sought Notice � Department of Navy Naval Supply Systems Command (NAVSUP) � Explosive Ordnance Disposal Group Underwater Ordnance and Mine Countermeasures Training support � Request for Information:� This notice is a Sources Sought Notice only and �NOT� a Request for Proposal (RFP).� This sources sought notice shall not be construed as a formal solicitation or an obligation on the part of the Government to acquire any product or service.� It does not guarantee a subsequent solicitation will be issued.� Submission of any information in response to this sources sought notice is completely voluntary, and costs associated with any submission shall not be reimbursed by the Government.� The information requested will be used to facilitate decision making. EODGRU2 and NAVSUP Fleet Logistics Center Norfolk (FLCN) are seeking industry input from Small Business concerns for Underwater Ordnance and Mine Countermeasures Training support . � Information is being gathered to determine if small business concerns have the capability to fully meet the Government's stated requirements.� Potential sources either alone or with appropriate teaming partners must have demonstrated expertise/capabilities in relation to all tasks within the draft Performance Work Statement (PWS). �See Below. The Government anticipates a period of performance with a one (1) year base period and one (1) one-year options, commencing on 01 August 2020. The applicable North American Industry Classification System (NAICS) for this requirement is 611430 and the applicable size standard is $11 million, the FSC Code is U099.� NOTE:� SAM IS A SELF CERTIFICATION SYSEMAND NAICS CODES CAN BE ADDED PROVIDED YOU PROVIDE THE SERVICES BEING SOUGHT.� Again, THIS IS NOT A REQUEST FOR PROPOSAL. �This is a market research tool.� The input provided will help the Navy ascertain the interest, capability, and capacity of potential businesses. �If you are an interested business, FLCN would appreciate your assistance. �In addition to any supplemental information provided please include the following: Full Business Name Cage code and Duns Number of business Size of Business The name, phone number, and e-mail address of a company representative the Government may contact for additional information. SPECIFICALLY ANY RESTRICTIONS THAT MAY LIMIT COMPETITION. � The Statement of Capability (SOC) will determine the feasibility and/or basis for the Navy�s decision to establish this requirement.� The SOC must be complete and sufficiently detailed to allow FLCN to determine the firm�s qualifications to perform defined work.� The SOC must be submitted electronically and is limited to 10 pages (including all attachments).� Interested parties must submit their responses electronically to the point of contact: jill.joscelyn@navy.mil.� Receipt of potential responses to all elements of this sources sought shall be received no later than 09:00 AM Norfolk, VA Local Time on 01 April 2020. � Information gained through this sources sought notice will be used to further define FLCN requirements. � Submission: Electronic responses are required.� Because this is a preliminary notice, general marketing materials are not required.� FLCN is not scheduling in-person presentations at this time.� Again, send responses to the following point of contact no later than 09:00 AM Norfolk, VA Local Time on 01 April 2020. � Please reference:� Underwater Ordnance and Mine Countermeasures Training support �� (Insert Company Name Here) in email subject line. � Any questions regarding this Sources Sought Notice should be directed to Jill Joscelyn at 757-443-1219 or jill.joscelyn@navy.mil � EODTEU TWO provides the Navy EOD force extensive Underwater Ordnance and Mine Countermeasures training for platoons attending Unit Level Training (ULT) located on Joint Expeditionary Base Little Creek-Fort Story (JEBLC-FS). �ULT provides training/scenarios involving the prosecution of underwater ordnance, Water-Borne Improvised Explosive Devices (WBIED) and mine-like objects for all platoons executing their Optimized Fleet Response Plan (OFRP) cycle. The objective of this Performance Work Statement (PWS) is to provide a required capability for EODTEU TWO in the form of a waterborne asset to haul and precisely deliver large exercise mine like objects to an offshore training area.� EODTEU TWO currently does not have any assets to haul and deploy large exercise mine like objects to the off shore training area.� These objects weight up to 2500 pounds each.� This PWS will satisfy EODTEU TWO�s requirement.� The period of performance will be 10 events within a 12-month period.� One event is considered as an on load of cargo, deployment of cargo and return pier side for off load.�� The contractor shall make all necessary arrangements with the Government Point of Contact for scheduling.� All events will be scheduled 21 days prior to execution.�� ��The contractor/vendor will provide a water vessel capable of the following: A vessel capable of transporting up to 10,000 pounds of exercise training mines up to 15 miles off the coast of Virginia Beach and precisely deploying said mines at an exact location via GPS. A vessel with the capability of on-loading and off-loading from ship to shore and shore to ship for items weighing up to 3000 pounds each.�� A vessel capable of operating in a sea state of five conducting the required operations. A vessel capable of lifting up to 5000 pounds from the sea bottom (50 FSW) and completely recovering the item into the vessel.� Vessel must be equip w/ a Fixed onboard electronics system capable of recording and delivering GPS� position, course, speed and heading in RAW or processed data format. The contractor is required to provide a current facilities clearance � level secret The contractor must have clearance to pull pier side on Joint Expeditionary Base Little Creek (JEBLC) to on-load and off-load cargo.� All operations of loading and unloading will be conducted at JEBLC. The contractor is required to provide certificates of insurance with their technical proposal for the entire period of performance of the contract with the following minimum limits: General Liability, Worker�s Compensation, Marine Employers Liability general aggregate $1,000,000, Marine General Liability aggregate $2,000,000, and US Longshoremen and Harbor workers act coverage general aggregate $1,000,000, and a min of $5,000,000 dollar bumbershoot coverage.
