Description
The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to solicit and award a fixed price Indefinite-Delivery Indefinite-Quantity (IDIQ) award, on a sole source basis to Tel-Instrument Electronics Corp (TIC) (CAGE 92606), in East Rutherford, NJ for a Mid-Life Upgrade Engineering Change Proposal (ECP) to the Common Radio Frequency Tester (CRAFT) system. This FFP IDIQ will provide a long-term five-year contract vehicle for Non-Recurring Engineering, kits and installs for a Mid-Life ECP, as well as repair services that are beyond the capability of the Intermediate level maintenance activity. This procurement will provide a fixed-priced, long-term vehicle for rework of the CRAFT unit, to include tear down, evaluation, and repair, at a rate of two hundred and forty (240) per year. It will also include provisions for a one-time mid-life Upgrade ECP for the modification and upgrade of the AN/USM-708 and USM-719 Ramp Test Set variants of the CRAFT, Part Number: 90000108, National Item Identification Number: 01-541-2764. The Government intends to procure the above items under the statutory authority of Title 10, U.S.C. Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, ""Only one responsible source and no other supplies or services will satisfy agency requirements.""� TIC is the original designer, developer and manufacturer (OEM) of the CRAFT system. The USM-708 and USM 719 CRAFT is Commercial-Off-The-Shelf equipment whose design is proprietary, with all technical data and drawings owned by the OEM. The services and materials being procured under this contract action are integral to the future sustainment of the CRAFT system in the Fleet. In addition, the operation of this modified test set is identical to the current test set, minimizing training and changes to operational manuals. TIC is the only source that maintains the data rights, technical expertise, and production level data necessary to support the upgrade and/or replacement of these components and assemblies without extensive reverse engineering efforts and Radio Frequency Spectrum and Air Traffic Control Radar Beacon System, IFF, Mark XII/XIIA Systems re-certification. The Government does not have production-level specifications and/or detailed drawings for the systems. As the OEM, TIC possesses the proprietary technical data that is essential for the manufacturing and depot level repair of the CRAFT system components. This notification is not a request for competitive proposals. However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government.� A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government.� Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� No solicitation will be available for this procurement. Responses stating interest must be received within fifteen (15) days of publication of this notice.
