- COMBINED SYNOPSIS/SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the procedures contained in FAR Part 12.6, Acquisition of Commercial Items, and FAR Part 13, Simplified Acquisition Procedures, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This acquisition is for the selected contractor to provide Turf Research Pop-Sprinkler Irrigation System, USDA ARS 21881 Maricopa, AZ 85138. (A) The solicitation number is 12905B21Q0025 and is issued as a Request for Quotation (RFQ). (B) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) Number 2021-05. Service Contract Labor Standards Wage Determination Number 2015-5469 for Maricopa/Pinal County, Arizona is applicable and is attached. (C) This solicitation is issued as total small business set-aside. The associated NAICS code is 221310 the small business size standard is $30.0. (D) List CLINS, item descriptions, quantities and units of measure: N/A (E) Description/Statement of Work/Specification: Turf Research Pop-Sprinkler Irrigation System Project consists of three controllable plots of 27� by 324� with Hunter MP rotator sprinkler heads installed spaced 27� apart.� Mainline should be 3-inch PVC.� First plot is 50 � from mainline on concrete pump/filter pad.� The 180o sprinklers should emit 1.58 gallons per minute (gpm) and the 90o sprinklers should emit 0.76 gpm at an operating pressure of 30 psi.� Water application rate should be 0.48 inch per hour.� A flow meter and disc filter should be installed in the main line.� Two-wire valves should be installed in the ground on the east side of the plots (plots run east-west).� USDA will provide a 5 Hp pump with 110 gpm flow at 32 psi (85 gpm at 42 psi). USDA also provides an existing dual sand filter and an automated back-flush system and a Baseline 3200 controller and bicoders. The system should be ready for expansion of additional plots in the future. (I) Offerors are required to complete in full FAR Provision 52.212-3, Offeror Representations and Certifications-Commercial Items, with their offer online at SAM: www.sam.gov. �An offeror must state in their offer if they completed FAR 52.212-3 online and that is it up-to-date and valid. See the attached RFQ terms and conditions for more requirements. (J) FAR Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Please see the attached RFQ terms and conditions for its Addendum. (K) FAR Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, is incorporated and applies to this acquisition. Please see the attached RFQ terms and conditions that are applicable to the acquisition. (L) A statement regarding any additional contract requirement(s) or terms and conditions (such as contract financing arrangements or warranty requirements) determined by the contracting officer to be necessary for this acquisition and consistent with customary commercial practices: N/A. (M) The Defense Priorities and Allocations System (DPAS) and assigned ratings are not applicable to this solicitation. (N) Date, time and place offers are due. Offers are due by May 31st, 2021 at 5:00 PM EST.
