Description
This Sources Sought Notice is for informational and planning purposes only and shall not be construed as a solicitation or as an obligation or commitment by the Government. This notice is intended strictly for Market Research. This is a Request for Information only. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The Audie L. Murphy VA Hospital ENGINEERING SERVICE in San Antonio, Texas intends to award a brand name or equal contract award for the purchase of TAG Inflatable Shelters. The Government is conducting a market survey to help determine the availability and technical capability of qualified service-disabled veteran-owned small businesses, veteran-owned small businesses, small businesses, HUBZone small businesses and/or other large businesses capable of serving the needs identified below. This notice of intent is for open market as well as Federal Supply Schedule items. The purpose of this notice is to gain knowledge of potential qualified sources and their size classification/socioeconomic status (service-disabled veteran owned small business, veteran owned small business, women owned small business, HUB Zone, 8(a), small business or large business, relative to NAICS 624221 with a size standard of $12M. Responses to this notice will be used by the Government to make appropriate acquisition decisions. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov or GSA E-Buy at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Your responses to the information requested will assist the Government in determining the appropriate acquisition method, including whether a set-aside is possible. These units will help to facilitate Emergency Operations that are in response to/recovery from a myriad of weather, infection control COVID-19 pandemic, screening requirements, mechanical hazards that would be present. The purchase of these three shelters would fill a proven need for immediate clinical workspace during recovery operations and continuity operations. This would greatly enhance ""Patient Centered"" response capabilities. 1.0 SPECIFICATIONS/DELIVERABLES The contractor shall provide the following: Tag Shelter: 6 arches, 2 doors, 20 4 x 40 8 x 10 2 w/Master Blaster/Hose Kit 840 sq ft. white in color. HOURS OF OPERATION Normal hours of operation are Monday through Friday from 8:00 am to 4:00 pm, excluding holidays. Federal and National Holidays observed by the VA are: National Holidays Federal Holidays New Year's Day Labor Day Independence Day Memorial Day Thanksgiving Day Christmas Day M L King's Birthday Columbus Day President's Day Veterans Day Independence Day 2.2.1 Also included would be any other day specifically declared by the President of the United States to be a National Holiday. 2.2.2 When a holiday falls on a Sunday, the following Monday shall be observed as a legal holiday by U.S. Government agencies. When a holiday falls on a Saturday, the preceding Friday shall be observed as a legal holiday. SECURITY REQUIREMENTS The Contractor s employees shall always wear visible identification and company uniforms while on the premises of the VAMC. It is the responsibility of the Contractor to park in the appropriate designated parking areas or loading docks. Information on parking is available from the VA Police Section or the COR. The VAMC will not invalidate or make reimbursement for any parking violations of the Contractor under any conditions. Smoking is prohibited inside any buildings at the VAMC. Possession of weapons is prohibited. Enclosed containers, including tool kits, shall be subject to a search. Violations of VA regulations may result in citations answerable in the United States (Federal) District court, not a local district, state, or municipal court. PROTECTION OF GOVERNMENT PROPERTY During work execution, the Contractor shall take special care to protect Government property including furniture, walls, baseboards, and other surfaces. Accidental splashes shall be removed immediately. Damage resulting from the Contractor operations shall be repaired by the Contractor, including painting, refinishing, or replacement, if necessary, at no additional cost to the Government. The Contractor shall be responsible to meet OSHA/Safety requirements in the performance of the work. This shall include, but not limited to, taking all the necessary precautions to protect the patients, visitors, and/or staff at each location. The Contractor shall be held responsible for any injuries and /or damage, which may be caused as a result of the Contractors failure to adhere to these requirements. REPORTING REQUIREMENTS Contractor will deliver items to ALM warehouse location for acceptance. If item is anyway damaged, they will not be accepted, and contractor will replace at no charge. VA POC: TBD Phone/Email: TBD Information Systems Officer, Information Protection: The contractor will not have access to VA Desktop computers, nor will they have access to online resources belonging to the government while conducting services in the application of complex adaptive system theory to health care organizations. The certification and accreditation requirements do not apply to this procurement nor is a security accreditation package required. Privacy Officer: The contractor will not have access to protected Patient Health Information (PHI) nor will they have the capability of accessing patient information during the services provided to the VA and if removal of equipment from the VA is required, any memory storage device will remain in VA control and will not be removed from VA custody. All research data available for Contractor analyses is de-identified. Records Manager: There will be no federal records created, maintained, used or disposition with this contract; regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.].
