- ANTICIPATED PROJECT TITLE: Utility Modernization, Chievres Air Base, USAG Benelux, Belgium AGENCY: U.S. Army Corps of Engineers (USACE) Europe District (NAU) NAICS: �237110, Water and Sewer Line and Related Structures Construction PLACE OF PERFORMANCE: �Chievres Air Base, Belgium SOLICITATION NUMBER: W912GB21R0029 TYPE OF CONTRACT: The USACE NAU anticipates soliciting and awarding a stand-alone Design-Bid-Build (DBB) Firm-Fixed-Price (FFP) contract for the repair of utility infrastructure components to the potable domestic water supply, fire protection water system, and sanitary sewer system and incidental related work at the Chievres Air Base in Belgium. The construction completion period is anticipated to be 790 calendar days after the Contractor receives the Notice to Proceed for the basic work. TYPE OF SET-ASIDE: This acquisition will be issued on an unrestricted, full and open basis. Small and Small Disadvantaged Business requirements are waived for this project due to its location OCONUS. DESCRIPTION OF WORK: �The work includes construction of the new domestic water utility services including 2 x connections and 2 x Ion Exchange Treatment System, new fire water utilities including fire water tanks with an associated pump house, wastewater treatment storage (wet well) sanitary sewer force main with associated electrical and mechanical, site work such as trenching, paving, landscaping, according to contractual specifications, documents and drawings. Repairs to the domestic water supply include upsizing the potable domestic water supply main lines and repairs to service lines, construction of an ion exchange system at the Chievres and Brugelette connection points, installation of backflow preventers and repairing service connections.� Repairs to the fire protection water supply include separating the fire water from the potable domestic water supply system, upsizing the fire loop, and construction of 2 new 1,450 cubic meter fire water tanks and a fire booster pump house, which will house two fire pumps, each rated at 2,500 gpm (9,462 L/min) at 140 psi (9.7 bar).� Repairs to the sanitary sewer system include the construction of wet well and sewer pump, new force main lines, blow-off valves and connections for all sewage flows to the municipal sanitary sewer treatment facilities in the City of Brugelette.� Work includes the construction of two approximately 45 square meter buildings to house the ion exchange systems and an approximately 65 square meter building to house the fire pumps. All utility system repairs will require significant trenching of utility runs, site restoration to include pavement repairs and landscape restoration of softscape areas. SELECTION PROCESS: The Government intends to select a contractor for award using a best value trade-off source selection process. This process allows for a tradeoff between non-cost factors and cost/price and allows the Government to accept other than the lowest priced proposal or other than the highest technically rated proposal to achieve a best-value contract award. DISCLOSURE OF MAGNITUDE: The estimated magnitude of construction is between $9,000,000 and $13,000,000.
