- Combined Synopsis / Solicitation This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The solicitation number is 1030015 and is issued as a Request for Quotation (RFQ), unless otherwise indicated herein. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. This is a Total Small Business Set-Aside FAR 19.502-2 Requirements: The U.S. Department of Agriculture, Agricultural Research Service � 800 Buchanan Street Albany, CA has issued this sources sought announcement in order to determine if there are existing businesses sources capable of providing services for new table grape trellis installation. Location of installation:� San Joaquin Valley Agricultural Sciences Center. 9611 S Riverbend Ave Parlier, Ca 93648 - (Western 24 rows of Block 22). Size and specification of plot:� The proposed block for trellising is currently bare ground that has been deep ripped and disked flat.� There are 24 rows to be installed with a gable-style trellis.� Row spacing is 12� and we will use 6� between vines within each row.� Row lengths are approximately 490�.� The block to be trellised is approximately 3.24 acres. Expectations from vendor:� The vendor is expected to provide a complete ready-to-use gable trellis system for table grapes.� To this end, vendor is expected to: Compile lists of necessary materials, arrange materials transport to site and spread materials in the field Mark field for line and end posts Install line posts, end posts & anchors Assemble crossarms and install wires Anchor and tighten wires Proposal should include: Itemized lists of parts and their weight/size/gauge for both end of row assemblies and interior line trellises Schematics drawings showing wire positions, horizontals and crossarms with their heights relative to ground level NAICS Code: 115115 � Farm Labor Contractors and Crew Leaders Product Service Code: N087 � Installation of Equipment � Agricultural Supplies � Contractor must be NDAA 889 compliant and/or willing to attest to this with required forms. 1. Read the solicitation in its entirety (including the Specifications documents). 2. The quote should include any other documentation deemed necessary such as references. 3. This is a Lowest Price Technically Acceptable requirement. 4. USDA-ARS is Tax Exempt. Tax Exemption Certificate: 720564834F. 5. Contractor must be registered at SAM.gov (System for Award Management) at https://www.sam.gov/portal/public/SAM/ prior to quote submission. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government.
