- This is a 100% small business set-aside procurement issued under NAICS code 561210, Facilities Support Services by the U.S. Army Corps of Engineers, Vicksburg District (MVK). Features of the work include operation and maintenance of the Arkansas Lakes Flood Control Projects at DeGray Lake, Lake Ouachita, and Lake Greeson located in the state of Arkansas. A broad variety of operations, routine and non-routine maintenance, repair including emergency repairs, inspection, reconstruction, modernization, and rehabilitation of project facilities, water control structures, and features are required under this procurement. These include Recreation Area and Facility Cleaning; Solid Waste Collection, Transport, and Disposal; Heavy Equipment Maintenance/Repairs; Visitor Center Operations and Maintenance; Graffiti Removal; Carpentry; Erosion Control Activities; Buoy Placement and Maintenance; Painting; Heating/Air Conditioning Services; Masonry Repair; Landscaping; Wildlife and Fisheries Habitat Enhancement; Flood Control Structure Repairs and Maintenance; and Road Maintenance/Repairs. The contract will cover areas/lakes in Central and Southwest Arkansas and will protect nearby communities and homes from flooding. The Government intends to award a single performance-based five-year contract, Cost-Plus Fixed Fee (CPFF) with some Firm-Fixed Price (FFP) line items. The Lake Ouachita area consists of 690 miles of shoreline. The 63,000-acre multi-purpose project contains over 20,000 forested acres and over 200 islands, and it is the largest lake in the state of Arkansas. There are 20 Corps recreation areas, with 406 improved campsites, including 21 boat ramps, 60 picnic sites, and seven pavilions. The project includes nine Marinas, one State Park, and 44 miles of multi-purpose trail, known as the �LOViT Trail� system. The project is surrounded by the Ouachita National Forrest. Lake Ouachita is located on the Ouachita River in central Arkansas. The DeGray Lake area consists of 207 miles of shoreline and is a 32,400-acre multi-purpose project with over 17,000 acres forested. It contains 15 Corps recreation areas, with 488 improved campsites, including 11 boat ramps, 152 picnic sites, three pavilions, a visitor center, and the Oak Bower group use area with a dining hall and 8 cabins. The project includes two Marinas, one State Park, and 24 miles of mountain bike trail which is the Iron Mountain Trail system. A second impoundment located below the main lake is the 400-acre Lower Lake. This area is known for tubing and canoeing and includes a disc golf course, three boat ramps, seven picnic sites, one pavilion, and the one-mile ADA accessible Sunset trail with wildlife viewing blind. DeGray Lake is located on the Caddo River in south central Arkansas. The Lake Greeson area consists of 134 miles of shoreline, and the 16,135-acre multi-purpose project contains over 7,000 acres forested. There are 12 Corps recreation areas, with 416 improved campsites, including nine boat ramps, 25 picnic sites, and two pavilions.� The project includes four Marinas, one State Park, and 20 miles of ATV/UTV trail which is the Bear Creek Cycle Trail system. Lake Greeson is located on the Little Missouri River in southwest Arkansas. The Request for Proposal will be available on the Contract Opportunities Web Page at https://beta.sam.gov/.
