Description
Project: Replace Storage Bay and Mechanic Shop Roofs - Palisades (Great Falls) Maintenance Facilities PRESOLICITATION NOTICE ONLY - National Park Service, C & O Canal National Historical Park, Palisades District Maintenance Storage Bays and Mechanic Shop Solicitation Number: 140P3021Q0026 This is a pre-solicitation notice only and does not constitute a solicitation. Accordingly, no response is due at this time, nor will any questions of a technical or contractual nature be answered. Specific instructions on submitting responses will be contained in solicitation documents. A date and time for a site visit will be specified in the solicitation. A firm fixed priced purchase order is anticipated. Requirement is 100% set-aside for small business. The applicable NAICS is 238160 and the business size standard is $16.5 M size standard. Contractor shall be registered in System for Award Management (SAM) under the appropriate NAICS code. In accordance with Federal Acquisition Regulations (FAR) Subpart 36.204, Disclosure of Magnitude of Construction Project, the magnitude of this project is (B) between $25,000 and $100,000. The location is Great Falls Maintenance Facilities, 11710 MacArthur Blvd., Potomac, MD 20854. The period of performance is for 150 days from the issuance of the Notice to Proceed. In compliance with FAR 22.403-1, Construction Wage Rate Requirements, the prevailing wage rates will apply. A solicitation will be issued as a Request for Quote (RFQ) solicitation. The solicitation subsequent to this announcement may be canceled at any time. NOTE: This notice does not obligate the government to award a contract nor does it obligate the government to pay for any quote preparation costs. Complete solicitation and attachments will be posted on or about May 28th, 2021. SCOPE OF SERVICES: a) Contractor shall remove and properly dispose of the existing asphalt shingles, any current underlayment, damaged wood sheathing, all fascia and soffit and existing gutters and downspouts. b) Contractor shall verify the structural integrity of the supporting roof structure to ensure effective and safe reroofing and make repairs as needed. c) Contractor shall replace roof sheathing as needed. Assume 25% replacement of the roof sheathing. d) Contractor shall replace 500 linear feet of 1x8 wood fascia and 500 linear feet of wood soffit. All wood fascia and soffit shall be primed with two coats of quality exterior latex primer and clad with aluminum fascia and soffit, including new J Channel for the soffit. Aluminum soffit and fascia shall be dark brown in color. e) Contractor shall install 30 lb. roofing felt on entire roof, corrosion resistant drip edge and install ice and water shield membrane along lower 66 inches of each lower roof edge or per manufactures recommendations. f) Contractor shall install new asphalt shingles and miscellaneous flashings, caulking, and ridge vents to complete the work. The contractor shall insure proper overhang of the shingles so rainwater and snow melt is properly collected by the gutters. The contractor must use 30-year shingles that provide additional algae/mold resistance such as CertainTeed XT 30 IR Shingles or equivalent. g) The contractor shall replace gutters and downspouts on the front and rear of each building with one-piece seamless gutters and tie new gutters into existing drains where required. Gutters shall be a dark brown color that matches the fascia and soffit. h) As a bid option contractor will provide the additional cost to install gutter guards on the new seamless gutters.
