- Amendment 0003: Updated on 30 June 2020 Attachment 3 - O&M Density List and Attachment E - OPERATIONS AND MAINTENANCE PRICING SCHEDULE v3� Amendment 0003: Updated Attachment A - C on 30 June 2020 to allow two pages not including the attachment B - Project Information Sheet to describe projects for experience evalauation. 1. The purpose of Amendment 0003 is to revise and replace language in the solicitation as indicated by strike through�and ""Yellow"" highlighting in sections �Special Contract Requirements� and �Source Selection Procedures.� 2. Projnet questions are reopened per this Amendment, and will be closed on 30 June 2020, by 4:00 PM,�EST. 3. This Amendment extends the closing period for requesting a code for access to submit proposals through the DoD�Secure Access File Exchange (SAFE) system from 22 June 2020 to 02 July 2020, by 4:00 PM, EST. 4. The deadline for proposal submission has been extended to 06 July 2020, by 12:00 PM, EST. 5. The Performance Work Statement (PWS) has been updated to version 3 (v3). 6. Attachment 13, Logistics Support Analysis is included. 7. Attachment 14, DoD SAFE User Guide is included. 8. Attachment 15, Projnet Closed Questions and Answers to date is included. 9. Provide clarification on SAFE and Joint Contingency Contracting System (JCCS) instructions as indicated in�section �Special Contract Requirements�. 1. The purpose of �Amendment 0002 is to revise and replace language in the solicitation as indicated by strike through and ""Yellow "" highlighting�in section ""Source Selection Procedures"". 2. The Performance Work Statement (PWS, Attachment 2) has been revised as indicated by strike through and ""Yellow "" highlighting. 3. Attachment E has been revised to correct cells in the Excel document, a Site Map has been included as Attachment 12 and DFARS Clause�252.237-7023 - Continuation of Essential Contractor Services (OCT 2010), has been deleted. 1. The purpose of this Amendment 0001 is to correct the closing date of the solicitation to 29 June 2020 by Monday, noon, 12:00 PM, Eastern�Standard Time (EST). DFARS Clause 252.225-7026 (Acquisition Restricted to Products or Services from Afghanistan) has been removed�from this RFP. 2. Language in the solicitation has been revised and replaced, indicated by strike through and �Yellow � highlighting in sections �Source�Selection Procedures� and �Special Contract Requirements.� 3. Attachment B, "" Project Experience Information Sheet"" and Attachment G, ""Responsibility Determination"" has been revised and is indicated�by strike through and ""Yellow "" highlighting. The US Army Corps of Engineers, Transatlantic Middle East District (TAM), is issuing this�Request for Proposal (RFP) on an unrestricted basis to obtain proposals from qualified Offerors interested in and capable of providing Operation and Maintenance (O&M) services on behalf of the Afghanistan National Defense and Security Forces (ANDSF) for critical infrastructure and critical facilities at various Afghan National Army (ANA) and Afghan National Police (ANP) sites throughout Afghanistan.� Work responsibilities will include both preventative and unscheduled maintenance/repair to real property assets such as critical infrastructure facility buildings, systems and equipment located on ANA and ANP sites to facilitate ANDSF security operations throughout the provinces of Afghanistan. �Critical infrastructure consists of water treatment systems (WTP) and water distribution, waste water treatment systems (WWTP) and wastewater services, Heating, Ventilation, & Air Conditioning (HVAC) & Refrigeration (HVAC&R) Systems power generation (diesel engine primary, spot and back-up power).� The Offeror will be expected to provide all management, supervision, labor, materials, supplies, tools, equipment, spare parts, security, transportation, and contractor life support as necessary to perform the O&M services in Afghanistan.
