Description
The Air Force Test Center (AFTC), 412th Test Engineer Group, Edwards AFB, CA intends to award a sole-source contract to Harmonix Systems Inc., doing business as Lumistar, 2270 Caminio Vida Roble Ste L., Carlsbad, CA, 92011-1503. The CAGE Code is: �718V9, and DUNS is: 079137657. The contract is to provide portable telemetric simulation product for testing.� The anticipated contract will be a firm-fixed Price (FFP), contract for Safran. �Anticipated award date is on or about 4 Jun 2021. The statutory authority which permits other than full and open competition for this acquisition is 10 United States Code (USC) 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1(b)(1)(i), when there is a reasonabl basis to conclude that the agency�e minimum needs can only be statisfied by unique supplies available from only one source and FAR 6.302-1(a)(2)(ii)(A) substantial duplication of cost to the Government that is not expected to be recovered through competition.� This authority is supported by an approved sole source letter (see attached letter).� The applicable NAICS code is 334511 and the size standard, as defined by the U.S. Small Business Administration, is 1,250 employees. The following is a brief description of the acquisition requirement: -Equipment must be portable; less than 20 lbs and not require a rack or cart to mount on. -Operating Temp: -10 to 50 �C -Input power source: rechargeable battery or 120VAC 60Hz � - IRIG-106 Chapter 4 external PCM clock & data inputs (NRZ-L/M/S & Bi-Phase-L/M/S), with ���� a pre-modulation filter. � - IRIG-106 Chapter 4 internal programmable simulation with clock & data outputs (NRZ- ���� L/M/S & Bi-Phase-L/M/S). Telemetry output: �� -Modulation: ARTM Tier 0, 1, 2 (PCM/FM, SOQPSK, & Multi-H CPM) �� -Frequencies: L-Band, S-Band and C-Band, selectable in 0.5 MHz steps. �� -Modulation source: PCM Simulator/PRN or Front-Panel input �� -Output power: 1mW minimum This pre-solicitation synopsis neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does it restrict the Government in any way to an ultimate acquisition approach; however, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the Government.� THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT.
