- ***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, Physical Sciences Laboratory (PSL), intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with The Rocky Mountain Biological Laboratory (RMBL), Corp., to provide planning, logistical, and operational support for site selection, access, installation, operation, and demobilization of instruments associated with the Study of Precipitation, Lower Atmosphere and Surface for Hydrometeorology (SPLASH) project. SPLASH instrumentation will be deployed across several sites within the remote East River Valley of Colorado in September 2021 with continuous operations through July 2022. Five sites are planned around Colorado: Avery Picnic, Kettle Ponds, Kettle Ponds Annex, Brush Creek, and Roaring Judy. ***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that RMBL is the only local entity in this remote area of Colorado that is able to perform these services, and they will be able to accomplish these tasks in time for NOAA to meet its deadline for instrument deployments. RMBL staff have worked with academic, state and federal government researchers on many scientific field projects in this remote mountain area. They have the necessary experience and local knowledge to facilitate these services, and more importantly, have cordial working relationships with private land owners and the U.S. Forest Service, in addition to local contractors. RMBL is also doing all of the site preparation and logistical work for DOE�s SAIL project. SPLASH is a NOAA collaboration with a DOE funded project called SAIL that had already been planning to come to the East River Valley of Colorado in the summer of 2021. As such, the timing of SPLASH instrument deployments is constrained by the predetermined calendar of SAIL. This portion of the SAIL project will be completed in July 31, 2022. ***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
