Description
The Naval Air Warfare Center - Aircraft Division Lakehurst, NJ, under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a firm-fixed-price contract, on a sole-source basis, to NSI-MI Technologies, LLC, Suwanee, GA (CAGE 7MSX5) for the procurement of the repair and upgrade of the Far-Field Antenna Test Range (FFAR) for Fleet support by testing and calibrating specific, Rotodome radar-system functionality on the E2C, P-3 and EP-3 Orion aircraft.� This procurement is required to support the Fleet Readiness Center South West (FRCSW).� NSI-MI Technologies, LLC maintains Intellectual Property Rights on numerous software packages, drawings and technical data for the Rotodome radar-system functionality on the E2C, P-3 and EP-3 Orion aircraft and is the only source with the requisite knowledge, experience and technical expertise to repair and upgrade the FFAR. An adequate purchase description or other information suitable to solicit by full and open competition has not been developed because the Government does not have sufficient engineering data or drawings to repair and upgrade the FFAR and enable a competitive procurement.� NSI-MI Technologies, LLC, as the Original Equipment Manufacturer (OEM), is the only source with the technical data, facilities and capabilities required to provide the repair and upgrade of the FFAR requirement.� THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.� However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis.� Registration in the System for Award Management (SAM) (https://www.sam.gov) is mandatory for consideration.� A determination by the Government not to open the requirement to competition based on the responses to this notice will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� Information provided herein is subject to change and in no way binds the Government to solicit an award of a contract.
