Description

The General Services Administration (GSA), Public Buildings Service (PBS) is seeking an elevator contractor�to modernize one (1) existing Simplex operation, geared traction passenger elevator located at�the J. Marvin (JM) Jones Federal Building, Amarillo, Texas. Work consists of, but is not limited to, the modernization of one (1) Simplex operation, geared traction passenger elevator. Provide new: AC motor, solid state microprocessor controls, cab, doors, door operators and all associated work to provide one (1) complete new passenger elevator.� This elevator modernization project shall meet or exceed the current ASME-A17.1 Elevator Code and the Uniform Federal Accessibility Standards for this project located at the JM Jones Federal Building, Amarillo, Texas. Note: The JM Jones Federal Building has a total of four (4) floors. THIS PROCUREMENT IS A TOTAL SMALL BUSINESS SET-ASIDE.� The Proposal due date is June 15, 2021 at 4:00PM CDT. The Pre-proposal Conference (Site Visit) is scheduled for May 20, 2021 at 11:00AM CDT. Attendance at this conference is vital to the preparation of a competitive and cost effective proposal and to understanding the total result desired by the Government. Failure to attend this meeting may not be used as an excuse for omissions and miscalculations in offers. In accordance with FAR 36.204, disclosure of the magnitude of construction projects, the construction cost of magnitude is between $250,000 and $500,000. LOCATION OF WORK:� JM Jones Federal Building, 205 S.E. Fifth Ave., Amarillo, TX 79101 PERIOD OF PERFORMANCE�(POP):�365 days and includes 45 calendar days for required security clearances, pre-work submittals, and material ordering. Actual construction POP is 320 calendar days. PROCEDURES FOR AWARD: �The Government will make award to the responsible offeror whose proposal conforms to the solicitation and is most advantageous to the Government, non-cost (technical) factors and cost/price considered. For this solicitation, all evaluation factors other than cost or price, when combined, are significantly more important than cost or price. It is the Government's intention to award without discussions, but if determined necessary, the Government reserves the right to hold discussions. PLAN AVAILABILITY:� �The solicitation will be available for electronic download at no charge from the beta.sam.gov website under Contracting Opportunities.� AMENDMENTS TO SOLICITATION: �It is the offeror's responsibility to monitor beta.sam.gov for the release of any amendments. BONDING:� A bid bond is required as well as payment and performance bonds.� SECURITY:� Before employees are allowed to work under the anticipated contract, all personnel are required to pass a security check.� Specific security requirements are included in the solicitation.� ELIGIBLE OFFERORS:� All responsible�small business elevator contractor firms may submit a proposal which shall be considered by the agency. All prospective offerors are also required to use the System for Award Management at www.sam.gov for registering their firm and completing representations and certifications.� Proposals�shall be emailed to the Contract Specialist, Temica Stewart at temica.stewart@gsa.gov by the stated deadline to be considered an interested party for award.
