- DEPARTMENT OF VETERANS AFFAIRS Network Contracting Office 17 (NCO 17) Regional Procurement Office West (RPOW) SOURCES SOUGHT TO MAXIMIZE EFFORTS FOR COMPETITION FOR LEASE LOCATION THIS IS NOTICE IS NOT A REQUEST FOR LEASE PROPOSALS (RLP) The Department of Veterans Affairs (VA) is conducting market research/seeking capable sources from bondable and experienced firms that are classified and registered in www.vip.vetbiz.gov as either Service-Disabled Veteran-Owned Small Businesses (SDVOSB) or Veteran-Owned Small Businesses (VOSB). The NAICS Code is 531120 Lessors of Nonresidential Buildings, and the small business size standard is $30 million. Responses to this notice will assist the VA in determining if the acquisition should be set-aside for competition restricted to SDVOSB or VOSB concerns in accordance with 38 USC Sec. 8127. Although this notice focuses on SDVOSB and VOSB, we encourage ALL small businesses and other interested parties to respond for market research purposes. Offered space must meet government requirements for fire safety accessibility seismic and sustainability standards per the terms of the lease. A fully serviced lease is required. Offered space shall not be in the 100-year floodplain. This action is being conducted in support of a potential succeeding lease. A succeeding lease is being considered as a method to minimize disruption of patient care. The government is currently in a leased space with available adjacent contiguous space. The adjacent available space is being offered to the government. The government currently estimates approximately $2,000,000.00 variance between a Build to suit versus a succeeding lease. The government is requesting pricing data for space as described in Chart A on pages 2 & 3, in the Statement of Work (SOW), Additional space requirements section below & Floor Plan below. The Program for Design PDF embedded on Page 4 contains all measurements for each space. Pricing data being requested: Price per Square Foot (SQFT) Operating Cost Operating Cost per SQFT Shell Cost Shell Cost per SQFT Base year rent Build out expenses / Tenant improvement (does not require itemization) SOW: The Department of Veterans Affairs is interested in leasing a minimum of 32,769 (contiguous) net usable square feet of clinical space for a PACT Clinic in the city of Temple. Space shall be available for use by Tenant (VA) for personnel, furnishings, and equipment to meet the needs for the Temple VA PACT Clinic. Space design will provide maximum co-location of the staff providing services to our patients. The space shall be of contiguous office space in a professional and aesthetically pleasing Building. Space offered must be in a quality building of sound and substantial construction, either a new, modernized building, or one that has undergone restoration or rehabilitation for the intended use. Space shall be located in a prime commercial office space with attractive, professional surroundings. Streets and public walkways shall be well maintained. Space shall be located on the ground floor. The lease shall be full serviced and follow the standard specifications and requirements for a New/Replacing Lease as per the GSA Global Lease or Simplified Lease. ROOM REQUIREMENTS WAITING AREA Four (4) 120V 15A duplex electrical outlets, location as determined by VA. Number of outlets can vary based on local building codes and ordinances. Two (2) Telecommunication outlets, location as determined by the VA. All walls to have chair rail and corner guards, mounted at height determined by VA. Minimum eight (8) foot x thirty (30) inch counters with lockable pass-thru window/security screen; minimum eight (8) foot base and overhead cabinets with counter. Direct window access to waiting area. Restricted access or lockable door to clinic area. Front and back entrances to check-in area. One (1) dimmer light switch per entrance into the space. Wall Mounted coat rack. Laminate wood flooring per VA-COR s selection. Centralized check-in/check-out for efficient utilization of staff. Waiting area shall be strategically located to give the office manager and/or team leader clear observation of waiting areas. A wall hung stainless Bottle Filling Station & Single ADA Cooler will be provided in the suite waiting room. Lessor shall provide at two locations with wall jack required backing and mounting materials for connection to a VA furnished television. RESTROOM (MALE AND FEMALE) All bathrooms shall meet ADA requirements All gang bathrooms shall have a power assisted door that is operatized by a push pad. Minimum one (1) accessible wall hung water closet and wall hung lavatory. Toilet paper dispenser shall be provided by the lessor installed within easy reach. Mirror over lavatory, minimum of 24""x 36"", with a shelf shall be provided by the lessor shall be installed above each sink. Wall Mounted Soap Dispenser: Sinks shall be equipped with a wall mounted soap dispenser provided by the lessor. Paper Towel Dispenser shall be provided by the lessor shall be installed near the sink. Wall mounted coat rack shall be installed on inside face of door. Baby changing station. One (1) 120V 15A duplex GFCI electrical outlet. Nurse Call Tile Flooring per VA-COR s selection. EXAM ROOMS Sound Transmission Class (STC) rating of 50 shall be achieved. The sound resistant enclosures shall be designed to assure speech privacy and achieve an STC rating of 50. OFFICES Sound Transmission Class (STC) rating of 50 shall be achieved. The sound resistant enclosures shall be designed to assure speech privacy and achieve an STC rating of 50. Four (4) 120V 20A duplex electrical outlets one (1) per wall or adhere to local building codes or ordinances, whichever is more stringent. Two (2) telecommunication outlets placement to be decided during design by the VA-COR. Duress Alarm and duress pendants (portable, remote access, key fob style device). One (1) Dimmer light switch. EMPLOYEE BREAK ROOM All perimeter walls shall extend from floor slab to six inches above the ceiling grid and filled with fiberglass bat insulation to ensure acoustical privacy. Four (4) GFCI Electrical outlets. Two (2) Telecommunication Outlets. Minimum of ten (10) feet of counter with base and overhead cabinets; double compartment sink. Full size refrigerator. Built-in Convection Microwave Oven. Tile flooring per VA-COR s selection. Janitorial/Utility Closet Mop Sink. Two (2) 120V 15A duplex electrical outlets. Adjustable shelving on two walls. Tile flooring per VA-COR s selection. SUPPLY/STORAGE ROOM Four (4) Electrical outlets. One (1) Telecommunication Outlets. Adjustable shelving on two walls of each storage room - 3 shelves per wall with a depth of 15 . Tile flooring per Vet Center Director s selection. SECURE FILE ROOM Room shall not be accessible through the ceiling to prevent up and over access. Metal frame and door with dead lock pin, automatic locking upon entry and exit using Electronic Physical Access Control Systems (PACS). Intrusion Detection System with Alarm. Room to have dedicated quad 120 outlets and two CAT 6 data cables required between building demarcation point and data closet, each to be marked with an identifiable number on both ends. Door hinges inside the room door. No windows or other openings. Overhead lighting. Fire Extinguisher required. Four (4) Electrical outlets Two (2) Telecommunication Outlets. Room will be outfit with cabinetry. Tile flooring per Vet Center Director s selection. DATA CLOSET Minimum of 80 square feet. All perimeter walls shall extend from floor slab to structural system (deck) to prevent up and over access. No windows or other openings. Room must be protected from weather. Overhead lighting. Metal frame and door with dead lock pin, automatic locking upon entry and exit for a secure room. The data closet shall be secured to VA access only and not be shared with any other tenant. Core should be locked to the VA OIT closet key (3SKL2) Room shall be temperature controlled and maintained at 69 degrees. Data racks shall have space to mount patch panels, data equipment, PBX and UPS. The contractor shall provide and install 2 relay racks 19 inch width, with vertical cable management in between the racks. The racks should be seismically bolted to the floor and grounded with wire #6. The contractor shall install all patch panels on one side of the relay rack, leaving the secondary vacant and room for IT equipment. The contractor shall provide and install an APC model UPS with NIC card, that is rack mountable, sufficient to support all OIT equipment. Data racks shall have vertical and horizontal organizers affixed. The contractor will provide and install cable ladder within the Data Closet from the wall to the top of the relay racks, allowing for a pathway to conduits and 110 blocks. The contractor will provide and install conduit pathways from the Data Closet, to connect the building with the local telephone company vaults. The contractor will work with the local exchange carrier (LEC) to bring in both fiber and copper infrastructure into the Data Closet. Access to the closet will be restricted to include only those persons specifically authorized by VA OI&T, including facility lessors. Please refer to the OIT Enterprise Facility IT Support Infrastructure Standards for details. DATA JACKS (TO CONNECT INTO THE VHA NETWORK) There must be a minimum of four data location in each room (excluding bathrooms and to be based on tenant furniture layout). Standard Data Outlets: Each data outlet/device location will have four (4) cable runs that terminate on the high- density rack mounted patch panel. Each typical data outlet will be on a six-port base plate. Wall Mounted Phones: Any jacks for wall mounted phones should have 1 data cable to support VoIP, and be on a 1 port metal plate, and accommodate RJ45. Cabling must be installed according to BISCI standards. All cabling shall be continuous runs with no splices and be less than 328 . Patch Panels, jacks and cable shall all be rated at Cat 6A or higher and be tested and certified with a passed rating. A copy of the test results will be provided to the COR as a deliverable. Must have the capability to add additional data locations as determined by occupants to be provided by the lessor within ten days from request. VAMC can suggest a cable contractor if necessary. Location of Data Outlets: If the construction at the location of the data outlet is drywall, provide flush-mounted single-gang outlet boxes with six-port base plates and applicable wall device faceplates (cable to be installed behind drywall). If the construction at the location of the data outlet is a solid wall, provide surface-mounted single-gang outlet boxes with six-port base plates and applicable wall device faceplates (cable to be installed in plastic wall mold equipped with protective insulator or sleeve). Where modular furniture is used, the location of the data outlet will be in the baseboard of the furniture, where the networked equipment (computers, printers, etc.) will be located. Provide flush-mounted single gang outlet boxes with six-port base plates and applicable wall device faceplates. If flush-mounted single-gang outlet boxes cannot be used, then modular surface mount boxes will be used with six-port inserts. All cable runs in modular furniture will be through furniture wire baseboard ducts/conduit. The contractor shall follow VA naming conventions attached at both the patch panel and wall plate. All labeling shall be easily visible and printed, handwritten labeling is prohibited. SECURITY: Provide a level of security which reasonably deters unauthorized entry during regular and non-duty hours. The Government considers a security alarm reasonable. Overall security shall also include deterring loitering or disruptive acts in and around the space during duty hours. Tenant shall have security within the tenant space, separate from that of the general building security. Keys/cipher locks OR key fob/card reader capability for employee access. No public access to the offices will be allowed. Security Alarm: The Lessor shall provide a security system, (at lessor s expense) to alarm upon illegal entry or loitering in the leased space and to prevent unauthorized entry 24 hours per day, 7 days per week that alarms locally at the site and to a remote monitoring location. Alarm sensors required on all exterior doors and windows. A motion detector will be provided in the waiting rooms and the main corridor. The remote monitoring company shall be in the business full-time, shall be approved by the LCO, with all monitoring costs borne by the VA for the term of the lease. Updates for codes or names are included in the lease and shall be coordinated with the LCO or authorized representative. The lessor shall install a keypad to disarm the building as directed by the VA COR. The cost of security services will be factored into the lease. The security system will be completely tested at least once per month by the lessor with a copy of the testing report sent to VA. Duress alarm - Button wireless duress / panic button each duress button is to be supplied a mounting clip to be installed by the lessor. Supply and install a wireless receiver to interface with panel. Each duress button is to be an individual zone. Provide and install group rooms with hard-wired duress alarms. Security Closet - Door shall have an automatic closure installed and deadbolt lock according to VA security regulations. OTHER REQUIREMENTS: Fully Serviced Lease. Suite Security Alarm System and Monitoring paid for/provided by the lessor through the annual rent. Corridors shall be at minimum of 8 feet in clear width. Front entrance door shall have a power assisted door that is operated by a push pad. All rooms (except IT Closet) should be master keyed, locking mechanism should be on the inside of the frame, and locking mechanism must be approved by the VA. DRINKING FOUNTAIN: A wall hung stainless Bottle Filling Station & Single ADA Cooler will be provided in the suite waiting room. Complete cooler and bottle filling station in a consolidated space saving ADA compliant design. EXTERIOR SIGNAGE: Lessor must provide, approved by the VA, an internally lighted sign with VA logo and words (to be determined) on sign a minimum of 4 ft by 8ft legible from main serving road. Sign shall be a minimum of 24 inches above finished grade. Lessor shall develop and provide a complete exterior signage plan to include identification, directional, informational, and regulatory signage. Signage must comply with local municipality s codes and specifications. Careful consideration of the location of monument signs shall be taken to avoid sight triangle encroachment. Lessor shall provide signage on the building/ door. INTERIOR SIGNAGE: Lessor shall provide interior signage for and 10 x 2 inch standard aluminum wall sign (holder) for slide in name plates. Signage must state room number only. INTERIOR DESIGN: The Lessor shall provide an Interior Designer to coordinate with VA Staff for the configuration, color pallet/finishes, layout and furnishings for the designated space. Once the Government agrees to the configuration, color choices and furniture, the lessor shall include the value of the designed layout to the cost of the tenant improvements.
