Description

The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole-source basis, with Equipment Resource Center, Inc (ERC) the GSA reseller of manufacturer Hexagon Metrology, 1204 Don Ave, Westminster, MD 21157 under the authority of FAR Part 13.106-1(b), for the procurement of a new Laser Tracker and accessories to be used by NCNR, in Gaithersburg, MD. � ***** Sole source determination is based on the need to acquire a new Laser Tracker and accessories to add to its suite of 3D metrology tools. The Laser Trackers currently at the NCNR have been in use for over 10 years and are out of warranty. These measuring devices have become a critical part of the work done by the RFO Group and therefore replacing these aging devices with new devices is important to maintaining operations at the facility. New Laser Tracker and accessories at the NCNR will enable the facility to maintain and expand its current large-scale measurement capabilities. One frequent measurement task performed by the RFO Group is to measure control networks for new neutron instruments at the facility. To achieve the required control network accuracy this task currently requires measurements taken by both a laser tracker and a digital level. The laser tracker statement of requirements includes a level measurement accuracy specification of +/- 1.0 arcseconds or better. A laser tracker with a level measurement accuracy that meets or exceeds the level measurement accuracy of our digital level will allow us to measure control networks with just a laser tracker without the need of a second measuring device. Market Research into manufacturers found three (3) potential vendors who could provide laser trackers and accessories that could potentially meet the requirements. In discussions with these three (3) manufacturers it was determined that only Hexagon Metrology offered a system that could meet the level measurement accuracy specification of +/- 1.0 arcseconds or better. Discussions with the other manufacturers found they could only meet requirements if the Government also procured additional instruments and perform additional measurements of NIST�s control networks in order to achieve the same level of network accuracy that Hexagon Metrology meets.� These additional instruments and additional measurements would greatly increase the number of labor hours that it will take to achieve the network accuracy that is required at the facility. Often when we are measuring control networks it is a critical path activity and thus additional labor hours would inhibit work. However, after contacting Hexagon Metrology, the company indicated they had a small business reseller on GSA they would authorize to sell their products and thus it was found the acquisition would be best completed as a sole source to the reseller Equipment Resource Center, Inc (ERC). Therefore, Equipment Resource Center, Inc (ERC) is the sole source vendor for the required MLA150 stage upgrades. � ***** The North American Industry Classification System (NAICS) code for this acquisition 334516� Analytical Laboratory Instrument Manufacturing, with a size standard of 1,000 employees. ��� ***** A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government.
