Description
The U.S. Coast Guard (USCG) intends to negotiate a sole source Firm-Fixed Price (FFP) award to Worchester Polytechnic Institute, 100 Institute Rd., Worchester, MA� 01609-2280. This procurement is being conducted under Simplified Acquisition Procedures in accordance with FAR Parts 12 and 13.� The purpose of this acquisition is to review available standards, scientific literature, and develop a test program to evaluate the difference between painting and coatings used in Structural Fire Protection (SFP) onboard ships. The goal to determine when and whether coatings should be non-combustibily tested and what factors should be used to determine that. In addition the project should develop a test program to resolve: what effect modular arrangement and air gap has on the fire integrity; determining the necessary air gap or other considerations required to ensure the modules meet SOLAS II-2/9 boundary requirements; and consider the need for possible new test method for the FTP Code to test modular construction arrangements for type approval. �The intention is for this project to be undertaken by U.S. Coast Guard Graduate Students in the Fire Protection Engineering Program at the Worchester Polytechnic Institute. This action is being taken in accordance with FAR 13.106-1(b)(1). A determination by the Government to not compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. The Government does not intend to pay for information in response to this notice. Written responses to this notice shall contain sufficient documentation to establish a bona fide capability to fulfill this requirement. All responses shall be submitted to the Contract Specialist Ty Cassady via email to ty.m.cassady@uscg.mil by 2:00 PM EST on�May 14, 2021. If the Agency does not receive an acceptable response to this announcement by the specified date, negotiations will be conducted with Worchester Polytechnic Institute as the sole source and a Purchase Order will be issued without any additional notices being posted.
