- PN 568-21-101: Renovate Building 103 VA Black Hills Health Care System, Fort Meade, SD General Intention The Contractor shall provide all labor, materials, equipment and incidentals necessary to provide a design-build (DB) team to develop a complete design, conduct construction, and commission the renovation of building 103 at the VA Black Hills Health Care System in Fort Meade, SD, converting the facility into a climate-controlled warehouse. Background: a. The VA Black Hills Health Care System has identified the need for additional PPE storage facilities and has identified building 103 as an ideal candidate for renovation to meet this need. Building 103, a historical facility, was previously used as a bowling alley, and is currently being utilized as unconditioned storage. The goal of the building 103 renovation is to create a climate-controlled warehouse for additional storage. b. A study has been conducted on building 103, originally intended to convert the facility into administrative office space. The study documents will be provided to the contractor as many of the results of this study should be helpful in converting building 103 into a climate-controlled warehouse. c. All work shall be performed in strict accordance with the terms, conditions, specifications and drawings of the solicitation (when available) and all applicable local and VA codes. Solicitation Number 36C26321R0052 for this effort will be posted to the System for Award Management (SAM) (https://beta.sam.gov/) on or about January 29, 2020. This solicitation will contain all necessary Scope of Work, specifications, drawings and other information necessary to bid the project. Qualifications are tentatively scheduled to be due on or about March 1, 2021 (see solicitation when available for specific time/date/location of public bid opening). The Period of Performance is expected to be 430 calendar days. THIS SOLICITATION IS SET ASIDE FOR SERVICE-DISABLED VETERAN-OWNED SMALL BUSINESSES (SDVOSBs) UNDER PUBLIC LAW 109-461. Disclosure of the magnitude of construction projects: The estimated cost of the total project is Between $1,000,000 and $2,000,000.
