Market Survey Questionnaire 1. Project Title: Architect-Engineering (A-E) design and construction Title II services throughout the Central Command (CENTCOM) Area of Responsibility (AOR).�� 2. Project Location: CENTCOM AOR. There are 20 nations in the AOR, which stretches from Northeast Africa across the Middle East to Central and South Asia. Afghanistan ���� Oman Bahrain ���������� Pakistan Egypt ������������� Qatar Iran ���������������� Saudi Arabia Iraq ���������������� Syria Jordan ������������ Tajikistan Kazakhstan ���� Turkmenistan Kuwait ����������� United Arab Emirates Kyrgyzstan ����� Uzbekistan Lebanon ��������� Yemen 3. Project NAICS Code: 541330 4. Response Date: 07 June 2021 5. Short Project Description: A market survey is being conducted to determine if there are a reasonable number of interested small business concerns to set this future project aside for them. The U.S. Army Corps of Engineers, Middle East District Contracting Division is seeking information regarding capability and availability of potential contractors to perform Indefinite Delivery Indefinite Quantity (IDIQ) Task Order Contracts. The proposed IDIQ is to Provide A-E services including all phases of design from planning through preparation of final construction documents design, quality control, topographic surveys and geotechnical subsurface investigations, planning and programming documentation, transportation, force protection, infrastructure, Title II design support during construction, and subject matter expert support for all Transatlantic Middle East District (TAM) stakeholders throughout the CENTCOM AOR and for our Worldwide customers. Preparation of design and construction documents incorporating applicable UFCs, international codes, and local codes in the countries within the CENTCOM AOR (design standards, expectations, and culture). The CENTCOM AOR has 20 nations, which stretches from Northeast Africa across the Middle East to Central and South Asia. Contract duration is estimated at 5 years. We will award between 3-5 A/E contracts with a total combined capacity of $240,000,000 over the prospective five year life of the contract(s) (base year plus four option years). 6. Type of Action: A/E Design MATOC 7. Estimated Advertisement Date: 15 October 2021 8. Estimated Award Date: 30 June 2022 9. Estimated Performance Period: 5 years 10. Estimated Cost (PA, not CCL): $240,000,000 11. Criteria: a. Projects similar in scope to this project include: Perform Design, and Other Architectural and Engineering in nature service and incidental services in accordance with FAR 36.601-3 and 36.601-4, for all counties located within the CENTCOM AOR.� �The actual work will be done at the Contractor's office, except for trips to the USACE Office(s), the project sites within the CENTCOM AOR, or other facilities as required for completion of a task. Tasks include design services for but not limited to Foreign Military Sales (FMS) & MILCON Construction programs including horizontal and vertical designs for a variety of facilities. Facility designs may include, but are not be limited to, the following: Airports including airport lighting and terminals and hangers, Barracks, Dormitories; Dining Halls, Clubs, Restaurants; Dredging Studies and Design, Fire Protection; Garages, Vehicle Maintenance Facilities; Harbors, Jetties, Ship Terminal Facilities; Highways, Streets, Airfield Paving, Parking Lots; Hospital and Medical Facilities; Industrial Buildings, Manufacturing Plants; Irrigation, Drainage; Modular Systems Design, Pre-fabricated Structures or Components; Office Buildings; Power Generation, Transmission Distribution;� Refrigeration Plants/Systems; Rehabilitation (buildings, structures, facilities, Seismic Design and Studies; Sewage Collection, Treatment and Disposal;� Soils and Geologic Studies-Foundations; Solid Wastes, Incineration, Landfill;� Structural Design; Storm Water Handling and Facilities; Utilities; Warehouses and Depots; and Water Supply, Treatment, and Distribution Airfield runways, taxiways, aprons for all types of fixed winged and rotary aircrafts. Preparation of design and construction documents incorporating applicable UFCs, international codes, and local codes in the countries within the CENTCOM AOR (design standards, expectations, and culture) Provide qualified professional disciplines supporting at all levels of the work including but not limited to architect, civil engineer, structural engineer, mechanical engineer, electrical engineer, fire protection engineer, environmental engineer, environmental scientist, sanitary professional, geotechnical engineer, hydraulic engineer, interior design, surveyor, specification writer, cost estimator, construction scheduler, landscape architect, industrial hygienist, biologist, geologist, chemist, computer automated design operator, and graphics technician. Work must have been self-performed (or at least 50% or greater self-performed) to qualify as experience. b. Projects similar in size to this project include: The minimum will be performing an OCONUS planning charrette for a single or multiple facilities consisting of any of the following types of facilities: 300 person DFAC, Aircraft Maintenance Hangar, Barracks, warehouse, or administrative building located on a military installation. Maximum would be providing design services for construction of a multi-billion dollar new Military Base consisting of all facilities and infrastructure required for operating a new military base. 12. Base on the definitions above, for each project submitted, include: a. Scope of the project including the size and award amounts. b. Current percentage of construction complete and the date when it was completed. c. The portion and percentage of the project that was self-performed. d. The scope of the work self-performed e. Identify subcontractors Total submittal package shall be no longer than ten (10) pages. Please only include a narrative of the requested information; additional information will not be reviewed.
