- This combined synopsis/solicitation for commercial items prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice.� This announcement constitutes the only solicitation; quotes are being requested. The solicitation number W913E521Q0013 is being issued as a request for quotation (RFQ).� This requirement is a total set-aside for small business concerns. The associated North American Industry Classification System (NAICS) code is 333415 � Air-Conditioning and Warm Air Heating Equipment and Commercial and Industrial Refrigeration Equipment Manufacturing which has a size standard of 1,250 employees. This is a Total Small Business Set-Aside in accordance with FAR 19.502-2. The U.S. Army Engineer Research and Development Center (ERDC), Cold Regions Research and Engineering Laboratory (CRREL) has a requirement for a Contractor to provide and install a 20-ton refrigeration glycol chiller skid unit to replace an existing non-functional unit. The system must be industrial rated, use R507 refrigerant except as otherwise provided, and must be capable of providing coTold process glycol to support operations down to -37�F in the Main Lab Cold Rooms Complex, while connecting to the breaker and emergency panel connections, process water, and glycol piping to and from an old, decommissioned 20-ton chiller in the same space. Additional specifications include: Delivery NLT 20 November 2021 to CRREL in order to meet time critical colling requirements this system represents. Disposal of the existing unit to include removal, and demolition of pipe connections and the old 20-ton chiller, including draining, purging, and certification of removal of all refrigerant and oil in full compliance with EPA, OSHA and NH State regulations. Full installation and start-up as well as warranty against defect. Installation must be accepted by the government following submittal of as-installed drawings and results from system pressure testing. Government acceptance depends on a demonstration of successful glycol cooling to the required performance specifications based on an operational test with the glycol temperature measured where glycol leaves the chiller barrel of the system. Three (3) days of training for up to eight (8) personnel must be provided in the operation of the new system. In addition, a training video is required during the training to provide start-up/shutdown/settings/micro-controller diagnostic features and alarm features and emergency shutdown protocols Please reference the attached RFQ for the Purchase Description (PD), as well as all applicable provisions and clauses.� The following factors shall be used to evaluate offers: ability to meet the required technical specifications, delivery schedule, past performance, and price.� Award will be made to the responsible offeror whose offer represents the best value to the Government, in consideration of all factors.� The basis for award will be an acceptable proposal, the price of which may not be the lowest.
