- DLA Energy FESAB, CONUS Storage/Services Contract Division, Bulk Supply Chain Services Unit seeks to identify responsible potential sources and obtain information regarding possible suppliers who can provide Contractor-Owned Contractor-Operated (COCO) fuel/storage services and Government-Owned Contractor-Operated fuel/services at Marine Corp Base (MCB) 29 Palms, CA. Suppliers should be able to provide the services of procuring, receipt, storage and handling and issue of DLA Energy Fuel Products. This includes services for the operation, maintenance, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection to provide retail/bulk fuel services security, and safety of Government aviation and ground fuel facilities at 29 Palms, CA. The contractor will be responsible for the management, operation, maintenance, product quality surveillance, inventory control and accounting, security, safety, and environmental protection of the Marine Corps Government-Owned/Contractor-Operated (GOCO) fuel facilities and Contractor-Owned/Contractor-operated (COCO) fuel facilities.� The contractor must receive, maintain, store, sample and test, internally transfer, and issue petroleum products.� The contractor must be responsible for all fuel-servicing operations and safeguarding facilities, equipment, and fuel products under its control during normal and adverse conditions. GOCO Workload:� The Contractor should be prepared to issue an average of 200,000 gallons of jet fuel per month; however, workload surges of 500,000 gallons per month have occurred in the recent past (2015-2016) and are projected to increase to surges of 600,000 gallons per month.� Based on historic information coupled with operation schedules, deployments, exercise and training schedules provided by the base; the Contractor must be fully responsible for adjusting levels of service and providing personnel and equipment to meet workload demands for day-to-day operations.� Unforeseen workloads such as the testing of fuels after normal duty hours or contingency support of any type are not quantified but are required to be supported.� COCO Workload:� The Contractor should be prepared to issue approximately 100,000 gallons of F24, 12,000 gallons of MRR,� 20,000 gallons of DS2, 7,000 gallons of BDI, and 8,000 gallons of E85per month; based on data from (2017-2018).� The Contractor must be fully responsible for meeting workload demands for day-to-day operations.� The Government will extend the current firm fixed price contract for a �period, with dates being May�15, 2021- May 14, 2026. The contract will be subject to FAR 52.222-41, Service Contract Labor Standards.
