Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in�subpart� 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The request for quote (RFQ) number is N0018921Q0219. The Government intends to solicit a Firm Fixed Price contract as a 100% small business set-aside, under the authority of FAR 13.003(b)(1).� The NAICS code is 238290 and the Small Business Standard is $16.5 Million.� The proposed contract action is to procure services to install new griddles and proofing cabinets that require modification to the existing food service lines to accommodate the new equipment in support of the USS Bataan (LHD-5). �A detailed description of the requirement is provided in the attached attached performance work statement (PWS). The required period or performance is date of contract award to July 15, 2021. Place of performance: USS Bataan located at 200 Ligon St Norfolk, Virginia NASSCO Ship Yards. Method of Payment: Government Purchase Card. This solicitation documents and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) 2021-05 and DFARS Publication Notice 2/24/2021. It is the responsibility of the contractor to be familiar with the applicable clauses and provisions. The clauses may be accessed in full text at these addresses: https://www.acquisition.gov/far/ and http://www.acq.osd.mil/dpap/dars/dfarspgi/current/index.html.� Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Provision 52.212-2, Evaluation-Commercial Items, applies to this acquisition.� Specific evaluation criteria included in paragraph (a) of the provision is as follows: The Government will award on the basis of price unless the contracting officer is aware of past performance information related to the low price quote which indicates that quote may not represent best value.� In that case, the Government reserves the right to consider the past performance of other quotes, conduct a price, past performance tradeoff, and award to other than the lowest price quote. Quoters are requested to include a completed copy of the provision at�52.212-3, Offeror Representations and Certifications-Commercial Items, with the quote. Clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. Clause 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. Additional FAR clauses cited in the clause are check marked as applicable to the acquisition.
