- Chemical Biological Defense and Biomanufacturing Research (CBDBR) Contract 11 May 2021 THIS SYNOPSIS IS NOT AN AUTHORIZATION TO START WORK THIS IS NOT A REQUEST FOR PROPOSAL (RFP); NO QUOTES OR BIDS ARE BEING SOLICITED BY THE GOVERNMENT, NOR WILL ANY BE ACCEPTED FOR REVIEW IN RESPONSE TO THIS SYNOPSIS. Pursuant to the Federal Acquisition Regulation (FAR) 5.204 �Pre-Solicitation Notice�, this is a notification to inform the public of the Government's intent to award a single, Indefinite Delivery Indefinite Quantity (IDIQ), Cost Plus Fixed Fee (CPFF) contract based on the requirements below. The Army Contracting Command , Aberdeen Proving Ground, Edgewood Contracting Division (ACC APG ECD) on behalf of the U.S. Army Combat Capabilities Development Command, Chemical Biological Center, Biosciences Division (DEVCOM CBC� BSD) has a requirement to provide qualified chemical surety and non-surety laboratory technical experience, expertise, technical laboratory work and administrative support for applied and basic research. This effort will encompass the detection, identification, growth, purification, analysis and detoxification of known and new biological pathogens, naturally occurring and synthetic toxins, biologically active compounds, Biomanufacturing of biological and chemical products and organophosphorus chemical warfare nerve agents that have high potential for use as warfare and terror. These services will be procured on a competitive basis. The applicable North American Industry Classification System (NAICS) code for this requirement is 541714 � Research and Development Biotechnology (except Nanobiotechnology with a Small Business Size Standard of 1,000 employees. The Product Service Code (PSC) is AC12 � National Defense Research and Development Services; Department of Defense � Military; Applied Research. It is critical that the contractor possess knowledge about, requisite experience working in, and have an active Personnel Reliability Program (PRP) and fully qualified staff on day one of contract award. The solicitation requirements and documents, which will include instructions for submission, evaluation criteria and the response date will be available on or about late May or early June 2021. Neither telephonic, mailed nor faxed requests for hard copies of this solicitation will be accepted. The solicitation will only be available online; in order to download the solicitation offerors must access the SAM.GOV (https://beta.sam.gov/).�������������������������������������������������������������������������������������������������������������������������� The Government anticipates a single award, IDIQ contract to be issued in August/September 2021. This action will be competed and set aside for certified Small businesses. The services will extend for a three year ordering period. You must be registered in System for Award Management (SAM) Database to receive a Government contract award. You may register for SAM at: https://www.sam.gov/portal/public/SAM/. Any responsible and eligible sources meeting the aforementioned standards may submit a proposal, which shall be considered by the ACC APG ECD agency.
