This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in�FAR subpart�12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number for this announcement is �NEED30002100265� and is issued as a request for proposal (RFP) for a time-and-materials contract amongst eligible certified 8(a) firms using the North American Industry Classification System (NAICS) Code 541715 � Research and Development in the Physical, Engineering, and Life Sciences (except Nanotechnology and Biotechnology) with a small business size standard of 1,000 employees pursuant to Section 8(a) of the Small Business Act, as amended (15 U.S.C. 637(a)), and the current Partnership Agreement between Small Business Administration (SBA) and the Department of Commerce (DOC).� The RFP and incorporated provisions and clauses are those in effect through Federal Acquisition Circular Number: 2021-05, effective 3/10/2021.
