- Special Announcement. The Federal Aviation Administration (FAA or Agency) intends to award the following contracts on a single source basis. The FAA is not seeking or accepting statements of capability or proposals for these efforts.� ERAM:� As previously announced in a beta.SAM.gov notice on May 26, 2020 pursuant to AMS 3.2.2.4, Single Source Selection, the Federal Aviation Administration (FAA) intends to award the contract described in that announcement to Leidos Inc. As delineated in the May 2020 announcement, the contract is for the continued system integration, sustainment, and enhancement of the En Route Automation Modernization (ERAM) system. The ERAM system is critical for continued operations in the National Airspace System (NAS). A contract will be awarded to Leidos for a period of performance of up to twenty (20) years, which includes a base 10-year contract with two 5-year option periods. The potential contract value is $6,770,000,000. In October 2018, a market survey was posted to the FAA Contracting Opportunities website informing industry that a follow-on contract to ERAM contract DTFAWA-03-C00015 was planned. The purpose of the market survey was to obtain information necessary to determine whether adequate competition exists to conduct an unrestricted competition. Based on the results of the market survey, the Agency determined adequate competition does not exist to conduct an unrestricted competition for the continued system integration, sustainment, and enhancement of ERAM. ERAM provides automation services for the en route domain at the 20 Continental United States (CONUS) Air Route Traffic Control Centers (ARTCCs).� National support and test capabilities for ERAM reside at the William J. Hughes Technical Center (WJHTC).� ERAM provides the foundational platform required for FAA to enable NextGen solutions, via modernization programs; such as, System Wide Information Management, Data Communications, and Automatic Dependent Surveillance- Broadcast.� This program is critical to providing benefits to the flying public by increasing air traffic flow and improving automated navigation and conflict detection services, both of which are vital to meeting future demand and preventing gridlock and delays.� ERAM also increases flexible routing around congestion, weather, and other restrictions for pilots.� Real-time air traffic management and information sharing on flight restrictions improves airlines' ability to plan flights with minimal changes. Reduced vectoring and increased radar coverage leads to smoother, faster, and more cost-efficient flights. Additionally, ERAM provides controllers with a user-friendly interface with customizable displays. Trajectory modeling is more accurate, allowing maximum airspace use, better conflict detection and improved-decision making.�� Any questions relating to this announcement may be directed to the Contracting Officer, David L. STARS: �As previously announced on the FAA contracting Opportunities website on June 20, 2019 , the FAA intends to award the contract described in that announcement to Raytheon�pursuant to AMS 3.2.2.4 Single Source Selection for the continued system integration, sustainment, and enhancement of the Standard Automation Replacement System (STARS). An indefinite delivery requirements-type contract will be awarded to Raytheon with a ten (10) year period of performance and an estimated value is $1,000,000,000.� On August 24, 2018, as corrected August 27, 2018, Market Survey No. 28545 was posted to the FAA Contracting Opportunities website regarding the follow-on contract to Standard Terminal Automation Replacement System (STARS) Contract DTFA01-96-D-03008 to obtain information necessary to determine whether adequate competition exists to conduct an unrestricted competition. Based on the results of the market survey, the Agency determined adequate competition does not exist to conduct an unrestricted competition for the continued system integration, sustainment, and enhancement of STARS. The FAA uses STARS at its 148 Terminal Approach Control (TRACON) facilities and it is a core component of the nation�s airspace system � managing all arriving and departing aircraft from controlled airports across the country. The system processes flight and surveillance data, provides communications and generates display data to air traffic controllers. STARS provides controllers with information and tools to allow routing around congestion, bad weather and other airspace restrictions. STARS provides core functionality for air traffic controllers and supports satellite-based systems such as Automatic Dependent Surveillance-Broadcast (ADS-B). STARS is a joint FAA/Department of Defense system and that synergy maximizes government procurement and operational efficiency.
