- OBJECTIVE: The Army Contracting Command, Detroit Arsenal, in support of the Light Armored Vehicles (LAV) Program Manager, is seeking sources that can demonstrate the capability to modify software on the Tactical Operations Center Intercommunications System (TOCNET) Generation 4 (G4) intercom system so that the intercom system buttons and switches will be able to control RT-2034C and RT-2060 radios. The vendor will modify, test, and deliver an updated software version three months after contract award. The vendor is responsible for providing a software development plan with substantiating artifacts that demonstrate that their modified software will meet performance requirements. The USG does not own and therefore cannot provide the Technical Data Package (TDP) for the TOCNET G4 system, the RT-2034C and RT-2060 radios. The USG does not own the TDP for the cables that interface between the TOCNET G4 system and the radios: 117G USB RAD cable (PN: 5498840) and PRC-152A RAD cable (PN: 5496650). In addition to the software update, the following will be required: Publications and Logistics Development (Drawings and Engineering Data for Provisioning) Packaging (Special Packaging Instructions development) Bill of materials for your design solution PERFORMANCE REQUIREMENTS: 1. If you feel your company is capable of modifying software on the TOCNET G4 system please provide the following: ��a. A schedule detailing the timeline and methodology to meet the requirements. � b. Your company�s experience in updating software. � c. Your company's software development plan for modifying, testing and delivering an updated software version within 3 months of award. ADDITIONAL QUESTIONS: 1. Describe your past product performance with the Family of Light Armored Vehicles as it applies to integration of an electronic system requiring software modifications to meet system performance specifications. 2. Describe your Quality Management system (QMS). Is your company International Organization Standardization (ISO) 9001 certified? 3. Provide your facility clearance and what level of classification you process at your contract facility. Describe how your company handles Classified and Sensitive Compartmented Information (SCI) data. Response must discuss information, facilities, materials, equipment, and personnel. 4. Describe your organization�s experience with National Security Agency (NSA) and Information Assurance certification? 5. Describe your organization�s experience, skill and capability with developing (1) Logistics Product Data, (2) Logistics Product Data Summaries, (3) Logistics Management Information (LMI) using Department of Defense (DoD) adopted industry standard GEIA-STD-0007 (Logistic Product Data) and military standard MIL-PRF-49506 (logistic management Information). Identify computer Based tools/systems utilized to manage and generate these product data items.
