- Cross-Cutting Program Support (CCPS) Solomon Islands Threshold Program Pre-Solicitation Notice/Draft SOW The Solomon Islands Threshold Program (THP) consists of two projects � the Accessing Land for Tourism Investment Facilitation (ALTIF) Project and the Forest Value Enhancement Project (FoVEP).� In order to implement these two projects, MCC seeks a contractor to execute three cross-cutting programmatic activities.� There is expected to be a degree of synergy across the three activities, meaning that none of the three activities will be fully independent or siloed from one another.� The three cross-cutting programmatic activities are as follows:� a) Facilitated Governance Reform (FGR) Support; b) Active Program Monitoring Hub Support; and c) Meeting and Administrative Support. This is a pre-solicitation notice for MCC�s Cross-Cutting Program Support (CCPS) requirement in support of the Solomon Islands THP.� The objective of this notice is to provide and seek feedback on the draft statement of work (SOW), deliverables, and staffing qualifications for the CCPS requirement. �The draft document is provided as an attachment to this notice. Interested parties should note that the SOW has been changed since MCC held the Solomon Islands THP Industry Day on February 24, 2021 (see https://beta.sam.gov/opp/446ae76cc3d54391b56019a61dc20ef8/view), and since the previous Request for Information #95332421K0005 was published on January 7, 2021 (see https://beta.sam.gov/opp/be93bf778fa8490e9a9ad85201bd63c4/view).� Specifically, the following items have changed (note this list is not all-inclusive): The �communications� activity has been pared down significantly; its remnants are now captured under the �meeting and administrative support� activity. The provision of technical assistance resources envisioned under the �facilitated governance reform (FGR)� activity is now more broadly conceptualized.� The description of the type of assistance activities that may be provided has been expanded to increase flexibility.� The delivery modality has also been expanded so that technical assistance may be delivered to the Solomon Islands Government (SIG) through more than just as an input to working teams, if appropriate. Under the �meeting and administrative support� activity, MCC now expects the contractor to administer both international and local travel. During the industry day, MCC cited a budget range of $3.5M�$5M. The estimated range is now $4.5M�$6.2M.� The increase in amount is primarily due to a potential increased need for technical assistance, as well as increased travel administration requirements and increased FGR staffing estimates.� Ultimately, some of the technical assistance currently budgeted for may not be provided through the CCPS contract; MCC expects to provide a �plug number� in the solicitation to inform offerors� budgets for this part of the effort. Please continue to monitor www.beta.sam.gov for the release of the solicitation.� All necessary information will be supplied at the time the solicitation is posted on www.beta.sam.gov. �The solicitation, once posted, is expected to have a closing date of approximately one month thereafter. �At this time, the solicitation is expected to be released on or about July 30, 2021, after the THP agreement is signed between MCC and the Solomon Islands Government.� All questions and comments/suggestions on the statement of work, deliverables, and/or key personnel/staffing qualifications should be emailed to Mr. David Fuller at fullerdf@mcc.gov and Ms. Jacqueline Naranjo at naranjoj@mcc.gov by 1:00pm ET, May 28, 2021.
