- NOTICE OF INTENT TO AWARD A SOLE SOURCE Pursuant to 13.106-1(b), the Federal Railroad Administration hereby submits a notice of intent to award a sole source firm fixed price purchase order to d-Fuzion, Inc. for the required annual maintenance plans (RAMP) for continued use of FRA�s seven dFuzion, Inc., rMetrix-A units and one rMetrix unit to supplement FRA safety inspector�s walking, hi-railing, and Automated Track Inspection Program (ATIP) geometry car inspections. The RAMPs are required to maintain the seven (7) rMetrix-A units, and one (1) rMetrix unit.� The autonomous units are placed on the floor of a locomotive by an inspector in one location and picked up by a second inspector.� While in operation, the unit transmits data in real time to the rMetrix server and doesn�t require the presence of an inspector on the car to monitor its operation. Purchasing RAMPS for these units allows for their continued use and reduces exposure to the COVID-19 virus, as well as other potential safety concerns, for FRA track inspectors. The period of performance for this order includes a base period and three options broken out as follows: Base Period: September 2021 to September 2022 Option Period 1: September 2022 to September 2023 Option Period 2: September 2023 to September 2024 Option Period 3: September 2024 to September 2025 The total potential value of this order is anticipated to be $108,000 (including options). The NAICS code for this procurement is 334519 � Other Measuring and Controlling Device Responses to this notice must demonstrate clear and convincing evidence that competition would be advantageous to the Government.� Any business firm that believes it can meet the requirement may give written notification to the Contracting Officer in the form of a capability statement.� Supporting evidence in sufficient detail that demonstrates the ability to comply with the requirement listed must be furnished to the point of contact listed below by Friday, May 21, 2021 at 8:00 a.m. EST. The determination not to compete this proposed contract action is solely within the discretion of the Government.� This notice is NOT a request for competitive quotes and no solicitation will be issued.
