Description

The National Institute of Standards and Technology (NIST) intends to negotiate, on a sole-source basis, with Heidelberg Instruments, 2539 W 237th Street, STE A, Torrance, CA 90505 under the authority of FAR Part 13.106-1(b), for the procurement of a portable MLA150� Stage Upgrades to be used by NIST Physical Measurement Laboratory (PML), in Gaithersburg, MD. � ***** Sole source determination is based on the need to acquire an upgrade of the existing Heidelberg MLA150 laser writer-based mask-less aligner system currently located IN Gaithersburg, MD and Boulder, CO. The upgrades will provide a stage that allows for interchangeable custom chicks to be mounted onto the MLA150 stage. This upgrade will improve and create a new capability for an optimal substrate vacuum contact for small pieces and thereby create the capability for exposing nanoscale patterns on substrate sizes down to 5 mm. The needed upgrades require both hardware and software changes to existing Heidelberg Instruments laser stage interferometers, focusing optics of the aligner and is part of the laser exposure system which has a sub micrometer precision. The necessary components and integration expertise are proprietary to Heidelberg Instruments who does not make the parts or procedures needed to complete the upgrades available to any other vendor.� No other vendor has the needed information to work on the system. Therefore, Heidelberg Instruments is the sole source vendor for the required MLA150 stage upgrades. � ***** The North American Industry Classification System (NAICS) code for this acquisition 334516� Analytical Laboratory Instrument Manufacturing, with a size standard of 1,000 employees. ��� ***** A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. *****No solicitation package will be issued.� This notice of intent is not a request for quotations.� Interested parties that believe they can satisfy the requirements listed above must identify their capability in writing before the response date of this notice.
