THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SYNOPSIS. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The U.S. Army Corps of Engineers � Los Angeles District (Government) has been tasked by U.S. Customs and Border Protection (CBP) to solicit for and award a construction contract to construct a high-water crossing at Vamori Wash. The proposed project will be a competitive, firm-fixed price, design/bid/build, contract procured in accordance with FAR 15, Negotiated Procurement using �Trade Off� process. The Government intends to issue a solicitation; however, the results and analysis of the market research will finalize the determination of the set aside decision. The type of set-aside decision(s) to be issued will depend upon the response to industry day and the results of previous Sources Sought and other types of market research. The purpose of this notice is to gain knowledge of interest, capabilities, and qualifications of various members of the industry to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. The Government is seeking qualified, experienced sources capable of performing the construction of the high-water crossing at Vamori wash which includes multiple high-water crossings and relating required infrastructure. The project is located on the Tohono O�Odham Nation (TON) directly adjacent to the U.S./Mexico border, south of Sells, AZ. The contractor will have a limited work area due to restricted real estate limits. The contractor will also be required to follow all resource conservation and preservation best management practices, as well all access and construction requirements as required by the TON. There is limited opportunities for overnight lodging for this project, with the nearest established lodging being approximately 1.5 to 2 hours from the project location. In accordance with FAR 36/DFARs 236, the estimated construction price range for this project is: Between $10,000,000 and $25,000,000. Estimated duration of the project is 365 calendar days. Minimum capabilities required include the following: The contractor must have the ability to construct multiple high-water crossings and the required relating infrastructure to complete the project as designed. This will include working in an ephemeral wash environment with limited real estate limits. The contractor shall follow all best management practices and resource requirements as outlined in the project documents (design plans, specifications, NEPA documents, etc.), and shall coordinate with environmental monitors from the TON and Customs and Border Protection. The contractor will have to follow very strict environmental guidelines. The contractor will also be required to meet all safety and access requirements for working on the TON. These requirements will be outlined in the solicitation for proposals. The contractor will not be permitted to conduct nighttime work and must be able to secure the equipment every night at predetermined locations and coordinate with the TON Police Department for security.� The North American Industry Classification System code for this procurement is 237310 Highway, Street, and Bridge Construction, which has a small business size standard of $ 36.5 million.� Small Businesses are reminded under FAR 52.219-14, Limitations on Subcontracting that they must perform at least 15% of the cost of the contract, not including the cost of materials, with their own employees for general construction-type procurement.
