Description
The Naval Medical Logistics Command (NMLC) intends to award a sole source contract to University of Florida for technical and research subject matter expertise services in support the Naval Medical Research Center (NMRC), Fort Detrick MD, coordinated effort to carry out activities for their study titled Biomarkers of Neurological Injury for the Encephalitic Alphaviruses (BNIEA). The research to be conducted for the BNIEA study is using the Banyan Biomarkers Brain Trauma Indicator� (BTI�) kit. This is the only FDA approved assay to measure the protein biomarkers UCH-L1 and GFAP in human serum. The existing Banyan brain injury platform measures the protein biomarkers ubiquitin carboxy-terminal hydrolase L1 (UCH-L1) and glial fibrillary acidic protein (GFAP) in human serum. This study will determine if these same protein biomarkers can be detected in the serum of human cases of encephalitis due to alphavirus infection.� This study will also determine if these same protein biomarkers can be detected in non-human primates infected with the encephalitic alphaviruses. The University of Florida (UoF) has previously collaborated with Banyan Biomarkers to use their kit to detect these biomarkers in human serum. As such, the UoF is the only source with the expertise in the epidemiology of alphaviruses in South America that has already collected serum from human cases of alphavirus infection that are needed to carry out the BNIEA study. �The NMRC requires the expertise of the UoF to evaluate the use of the Banyan BTI assay for diagnosis of brain injury associated with viral infection using the previously collected samples. If other sources were to become available, the use of any other source other than the UoF would cause substantial delays and completely disrupt the overall research effort. The UoF is the only source that possesses the intimate knowledge required to utilize the BTI � kit and possesses the human serum samples required to successfully carry out this effort. For the reasons outlined above, UoF is the only source that can meet the needs of the Government to successfully perform this BNIEA research study. If capable sources are not identified through this notice, NMLC intends to award a sole source contract under the authority of FAR 6.302-1 (one source) to the University of Florida located at 1523 Union Rd, Room 207, Gainesville, FL 32611. This notice is not a request for competitive proposals and no solicitation document exists for the requirement.� Sources interested in responding to this notice are required to submit a capability statement that includes management and technical data and cost information in sufficient detail and with convincing evidence that clearly demonstrates the capability to perform the required work.� Capability statements shall not exceed 5 (8.5 x 11 inch) pages using a font size no smaller than 10-point.� All capability statements received by the due date of this notice will be considered by the Government. �A request for documentation or additional information or submissions that only ask questions will not be considered as an affirmative response.� A determination by the Government not to compete based on responses to this notice is solely within the discretion of the Government. �Information received will be considered solely for determining whether to conduct a competitive procurement or to proceed with a sole source contract. Capability statements are due by 4:30PM EDT, 20 May 2021.
