- INTERVENTIONAL RADIOLOGY SERVICES REGIONAL PROCUREMENT OFFICE EAST - NETWORK CONTRACTING OFFICE 2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY; it is not a Solicitation (i.e., Request for Proposal, Request for Quotation, or Invitation for Bids) or an indication that the Network Contracting Office will contract for the services contained in the RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary, and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned, and respondents will not be notified of the result of the review. If a competitive solicitation is issued, it will be announced on the Federal Business Opportunities website https://www.fbo.gov at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement. The goals of the RFI: · - Gain knowledge of common business practices for Radiologist coverage/services reimbursement practices. · -Obtain feedback regarding feasibility of the described service requirement (challenges, limitations, costs, incentives, etc.). RESPONSES: Respondents to this RFI are to describe their interest and ability to perform the requirements summarized below in the description of the requirement. Responses are to contain (1) company name, (2) CAGE code, (3) mailing address, (4) primary point of contact information, to include telephone number and email address, and (5) primary NAICS and business size. Responses should be formatted on the MS Excel template provided in this RFI only and should be limited to a maximum of two (2) pages per question. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical. However, it is preferred that respondents do not provide proprietary or otherwise restricted responses. No faxes, courier delivered, or telephone inquiries/submissions will be accepted. DESCRIPTION OF REQUIREMENT: The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 2, and the VA New Jersey Healthcare System (VAMC) anticipate a requirement for contract with a practice group who has the qualifications, experience and expertise in providing quality Board Certified Interventional Radiology Physician services to beneficiaries of the Department of Veterans Affairs at a VA Medical Center. Contractor will be required to provide Weekday on-site coverage, after-hour on-site and on-call emergency coverage including weekends and holidays. The primary purpose of this RFI is to determine the available firms capable of providing a service contract for Interventional Radiologist coverage and services throughout the VA New Jersey Healthcare System, East Orange Campus. This service contract will be used to augment existing government personnel at the VA Medical Center in support of clinical operations and readiness. The Government envisions the Contractor having access to a pool of Board Certified candidates through a respective Faculty Group Practice or the like who can provide continuous interventional radiology (staffed and virtual) coverage and services without interruption to various sub-specialty requirements of interventional radiology services. Have you ever supported a Radiology Department that provided Graduate Medical Education (GME) Training? 11. A description of what services your company primarily provides. 12. A description of your company s experience with providing Interventional Radiology Services. 13. Does your company currently have capabilities to provide the required services? 14. If not, is your company interested in expanding its offerings within the next 6 12 months? 15. Does your company have experience providing Interventional Radiology Services for the Department of Veterans Affairs? 16. How long has your company existed? 17. Will your company be a joint venture with another company? The Contractor shall provide Board Certified Interventional Radiology Physician Services on site in accordance with the specifications contained herein to beneficiaries of the Department of Veterans Affairs (VA) and the Syracuse VAMC. The VA Radiology Services are accredited by American College of Radiology (ACR) and follow the standards & guidelines set forth by ACR. A contractor providing onsite interventional radiologist services shall provide services that meet or exceed the American College of Radiology Guidelines http://www.acr.org/Quality-Safety/Standards-Guidelines/Practice-Guidelines-by-Modality/Interventional The Syracuse VA Medical Center has been designated to provide specialty Interventional Radiology services for the entire Veterans Integrated Service Network (VISN) 2. These specialties include chemoembolization, radiofrequency ablation treatment and uterine fibroid embolization. These procedures aren t common and require more than one skilled physician to perform Key Personnel: The Contractor shall be responsible for providing coverage to the VA during periods of vacancies of the Contractor s personnel due to sick leave, personal leave, vacations and additional coverage as required. In the event a scheduled physician is unable to complete an assigned shift, the contractor shall provide replacement physician coverage within 2 hours and notify the Contracting Office Representative (COR) at the Syracuse VAMC) immediately of the schedule change. Personnel Substitutions: During the first ninety (90) calendar days of performance, the Contractor shall make NO substitutions of key personnel unless the substitution is necessitated by illness, death or termination of employment. The Contractor shall notify the CO, in writing, within 7 calendar day (s) after the occurrence of any of these events and provide the information required below. After 90 days, the Contractor shall submit the information required below to the CO at least 30 calendar days prior to making any permanent substitutions contingent on approval from The Syracuse VAMC credentialing department. The Contractor shall provide a detailed explanation of the circumstances necessitating the proposed substitutions, complete resumes for the proposed substitutes, and any additional information requested by the CO. Proposed substitutes shall have comparable qualifications and must be credentialed by the Syracuse VAMC prior to those of the persons being replaced. The CO will notify the Contractor within 14 calendar days after receipt of all required information of the decision on the proposed substitutes. The contract will be modified to reflect any approved changes of key personnel. For temporary substitutions where the key person shall not be reporting to work for the day, the Contractor shall provide a qualified replacement from the approved roster of credentialed radiologist for the key person. The substitute shall have comparable qualifications and Syracuse VAMC approved credentials to the key person. The Government reserves the right to refuse acceptance of any Contractor personnel at any time after performance begins, if personal or professional conduct jeopardizes patient care or interferes with the regular and ordinary operation of the facility. Breaches of conduct include intoxication or debilitation resulting from drug use, theft, patient abuse, dereliction or negligence in performing directed tasks, or other conduct resulting in formal complaints by patient or other staff members to designated Government representatives. Standards for conduct shall mirror those prescribed by current federal personnel regulations. Should the VA COS or designee show documented clinical problems or continual unprofessional behavior/actions with any Contractor s physician (s), s/he may request, without cause, immediate replacement of said Contractor s physician (s). The CO and COR shall deal with issues raised concerning Contractor s physician (s) conduct. The final arbiter on questions of acceptability is the CO. Contingency Plan: Because continuity of care is an essential part of VAMC s medical services, The Contractor shall have a contingency plan in place to be utilized if the Contractor s physician (s) leaves Contractor s employment or is unable to continue performance in accordance with the terms and conditions of the resulting contract. CONTRACTOR RESPONSIBILITIES Clinical Personnel Required: The Contractor shall provide contractor s physician (s) who are competent, qualified per this performance work statement and adequately trained to perform assigned duties. Contractor s physician (s) shall be responsible for signing in and out when in attendance. Time sheets will be used by the COR to confirm hours/day and services provided against the contractor s invoices. Standards of Care: The contract physician (s) care shall cover the range of Interventional Radiology services as would be provided in a state-of-the-art civilian medical treatment facility and the standard of care shall be of a quality, meeting or exceeding currently recognized national standards as established by: SPECIAL CONTRACT REQUIREMENTS Reports/Deliverables: The Contractor shall be responsible for complying with all reporting requirements established by the Contract. Contractor shall be responsible for assuring the accuracy and completeness of all reports and other documents as well as the timely submission of each. Contractor shall comply with contract requirements regarding the appropriate reporting formats, instructions, submission timetables, and technical assistance as required. VAMC SHALL PROVIDE: Interventional Radiology equipment Interventional Radiology supplies required to perform Interventional Radiology procedure Prospective contractors are reminded that in accordance with FAR 4.11 they shall be registered in the System for Award Management (SAM) database and shall complete electronic annual representations and certifications in SAM prior to award of a contract.
