1.0 FULL TIME EQUIVALENT CHIEF THERAPEUTIC MEDICAL PHYSICIST SERVICES REGIONAL PROCUREMENT OFFICE EAST - NETWORK CONTRACTING OFFICE 2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY; it is not a Solicitation (i.e., Request for Proposal, Request for Quotation, or Invitation for Bids) or an indication that the Network Contracting Office will contract for the services contained in the RFI. This RFI is part of a Government market research effort to determine the scope of industry capabilities and interest and will be treated as information only. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responses to this RFI are strictly voluntary, and the Government will not pay respondents for information provided in response to this RFI. Responses to this RFI will not be returned, and respondents will not be notified of the result of the review. If a competitive solicitation is issued, it will be announced on the Federal Business Opportunities website https://www.fbo.gov at a later date, and all interested parties must respond to that Solicitation announcement separately from any response to this announcement.  The goals of the RFI: ·        - Gain knowledge of common business practices for Radiologist coverage/services reimbursement practices. ·         -Obtain feedback regarding feasibility of the described service requirement (challenges, limitations, costs, incentives, etc.). RESPONSES: Respondents to this RFI are to describe their interest and ability to perform the requirements summarized below in the description of the requirement.  Responses are to contain (1) company name, (2) CAGE code, (3) mailing address, (4) primary point of contact information, to include telephone number and email address, and (5) primary NAICS and business size. Responses should be formatted on the MS Excel template provided in this RFI only and should be limited to a maximum of two (2) pages per question. Proprietary/Competition Sensitive information (appropriately marked) will be protected from disclosure to the greatest extent practical. However, it is preferred that respondents do not provide proprietary or otherwise restricted responses. No faxes, courier delivered, or telephone inquiries/submissions will be accepted. Responses should be submitted to James P. Vickerman, Contracting Officer, Network Contracting Office 2 at james.vickerman@va.gov with the title 36C24221Q0795 Chief Therapeutic Medical Physicist Sources Sought in the subject line no later than 12:00 PM Central Time, 14 May 2021. DESCRIPTION OF REQUIREMENT: The Department of Veterans Affairs (VA), Network Contracting Office (NCO) 2, and the VA New Jersey Healthcare System (VAMC) anticipate a requirement for contract with a contractor who has the qualifications, experience and expertise in providing 1.0 Full Time Equivalent Chief Therapeutic Medical Physicists services to beneficiaries of the Department of Veterans Affairs at a VA Medical Center. Contractor will be required to provide Weekday supplemental on-site coverage, after-hour on-site and on-call emergency coverage including weekends and holidays. The primary purpose of this RFI is to determine the available firms capable of providing a service contract for Chief Therapeutic Medical Physicist services throughout the VA New Jersey Healthcare System, East Orange Campus.  The VA Radiation Oncology Services are accredited by ACR and follow the standards & guidelines set forth by American College of Radiology (ACR). As such any Contractor providing on-site radiation oncology services must adhere to all the American College of Radiology Guidelines & Technical Standards for Radiation Oncology: A contractor providing on-site radiation oncology services must provide evidence the radiation oncology practice meets or exceeds the American College of Radiology Guidelines for Radiation Oncology. http://www.acr.org/Quality-Safety/Standards-Guidelines/Practice-Guidelines-by-Modality/Radiation-Oncology http://www.acr.org/Quality-Safety/Standards-Guidelines/Technical-Standards-by-Modality/Medical-Physics The Contractor will provide Medical Physicist services to the VA New Jersey Health Care System (VANJHCS), 385 Tremont Avenue, East Orange, NJ 07018-1095, in accordance with this contract. Medical Physics is that branch of physics that is associated with the practice of medicine. The term Medical Physics, as it is used here refers to therapeutic radiological physics. Radiation includes both ionizing and non-ionizing radiation such as electromagnetic radiation, particulate radiation, and sonic radiation. These modalities, used for diagnostic or therapeutic purposes when prescribed by a properly qualified practitioner, are herein described as radiological procedures. The Practice of Medical Physics means the use of principles and accepted protocols of physics to assure the correct quality, quantity, and placement of radiation during the performance of a radiological procedure. The term practice includes: radiation beam calibration and characterization; equipment quality assurance and radiological operations quality management; instrument and device specification; acceptance testing and commissioning; image quality assessment and optimization of imaging systems and processes; shielding design and protection analysis on radiation-emitting equipment and radiopharmaceuticals; determination of dose delivered to patients and others exposed to radiation; consultation and treatment planning with practitioners to determine dose to be delivered; consultation with practitioners to assure accurate radiation dose to a specific patient; and consultation intended to provide patient, staff, and/or general public radiation safety. Medical Practitioner means a doctor of medicine, to practice their medical specialty and who either prescribes or utilizes radiological procedures for other persons. The essential responsibility of the Qualified Medical Physicist s clinical practice is to assure the safe and effective delivery of radiation to achieve a therapeutic result as prescribed in patient care. The medical physicist performs the pertinent procedures necessary to achieve this objective. The responsibilities of the medical physicist include: protection of the patient and others from potentially harmful or excessive radiation; establishment of adequate protocols to ensure accurate patient dosimetry; the measurement and characterization of radiation; the determination of delivered dose; advancement of procedures necessary to ensure treatment and image quality; development and direction of quality assurance programs; and assistance to other health care professionals in optimizing the balance between the beneficial and deleterious effects of radiation.
