- The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole source IDIQ contract to Honeywell, Inc., 1944 E Sky Harbor Cir N, Phoenix, AZ 85034, for the KC-130J Aeronautical Regulation and Control (AIRAC) Cycle Air Transport Navigation Database (NavDB) and commercial Terrain Database (TerrainDB). The anticipated contract is for five (5) one (1) year ordering periods plus three (3) one (1) year option periods. Federal Acquisition Regulations (FAR) Part 12 provisions will be used for this procurement.� This effort consists of the procurement, customization, and delivery of AIRAC, Cycle Air Transport NavDB and commercial TerrainDB in support of three Kuwait Air Force (KAF) KC-130J transport Hercules and for one Weapon System Trainer (WST). A sole source contract will be awarded under the authority of FAR 6.302-1, �Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.� Honeywell Inc. is the sole system designer for the KC-130J Flight Management System (FMS) computer and is the only company who possesses the technology to format standardized aeronautical data for use by the FMS. Additionally, Honeywell Inc. is the only known firm with the necessary technical data, knowledge, equipment, facilities, and experience with the subject aircraft to provide the required products within the required timeframe This notice of intent is not a request for competitive proposals. Interested parties, however, may identify their interest and capability by responding to this requirement. The Government will consider all capability information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.� A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.� There is no commitment by the Government to issue a solicitation, make an award or awards, or to be responsible for any monies expended by any interested parties before award of a contract for the effort mentioned above.
