- Description
- The Bureau of Land Management (BLM), Nevada State Office has a requirement for the mechanical mastication of approximately 818 acres of single leaf pinyon pine (Pinus monophylla) and Utah juniper (Juniperus osteosperma) which has established on sagebrush ecological sites along the roadsides of three separate units. The Lower Pete Hansen Unit is 169 acres, the Diamond Valley Unit is 480 acres, and the Mulligan Canyon Unit is 169 acres. The service requested is the mastication or grinding of whole tree biomass. The use of mechanical equipment fitted with tracks or low-pressure tires is permissible. The project units are designed for hazardous fuels reduction and protection of wildlife habitat. The treatments will utilize existing roads and add the additional 300 ft of mastication treatment on each side of the road as fuel breaks. The Solicitation will include contract documents with details of the project when it is released. The project is located in Eureka County, Nevada. Service Contract Act (SCA) Wage Rate Requirements are applicable to this project and the appropriate SCA Wage Decision(s) will be included in the solicitation. The BLM will issue a Total Small Business Set-Aside competitive solicitation on/about June 1, 2021. The BLM anticipates issuing a single firm fixed price award from this solicitation. The competitive solicitation, 140L3921R0005, will be in accordance with Federal Acquisition Regulation (FAR) Part 19.5, Set-Asides for Small Business. The NAICS code for this acquisition is 115310, Support Activities for Forestry, Fuels Management Services and the size standard is $20.5M (per the SBA's Table of Small Business Size Standards). A Request for Proposal (RFP) solicitation package will be available electronically on or about June 1, 2021 at the Beta.SAM website located at www.beta.sam.gov. Proposals will be due no later than July 1, 2021. Potential offerors are responsible for monitoring www.beta.sam.gov for the release of the solicitation package, for any other pertinent information, and for downloading a complete copy of the solicitation package. The government will not provide paper copies of the solicitation. To be eligible for contract award, offerors must be registered, and currently active, and complete the online Representations and Certification in the System for Award Management (SAM) data base via website: http://www.sam.gov. Award will be based on Best Value to the Government in accordance with Federal Acquisition Regulations (FAR). The Government reserves the right to award a contract to other than the low offeror(s).
