- The Uniformed Services University of the Health Sciences (USU) is the Nation's federal health sciences university and is committed to excellence in military medicine and public health during peace and war. We provide the Nation with health professionals dedicated to career service in the Department of Defense and the United States Public Health Service and with scientists who serve the common good. We serve the uniformed services and the Nation as an outstanding academic health sciences center with a worldwide perspective for education, research, service, and consultation; we are unique in relating these activities to military medicine, disaster medicine, and military medical readiness. USU is located in Bethesda, MD on the grounds of the Naval Support Activity Bethesda. The mission of the USU is to provide the highest quality education programs in the health sciences to those selected individuals who demonstrate dedication to a health profession career in the Uniformed Services. Intended Recipient: QuickSeries Publishing Inc. 5100 NW 33rd Ave Ste 247, Fort Lauderdale, FL 33309-6375. Intent to Sole-Source: USU intends to negotiate on a sole source basis with QuickSeries Publishing Inc. for a DMEC Bioethics App including core apps (iOS & Android) and web-based admin portal, assessments and quizzes, authoring tool, checklists, event schedule, FAQ module, forms and reporting, news module, PDF library, resources, video library, welcome message, eGuide library and DMEC Bioethics eGuide for one 12-month base period and two 12-month option years. Sole Source Justification QuickSeries Publishing Inc. is the sole provider of the DMEC Bioethics App required by USU. The QuickSeries Bioethics App will allow DMEC to fulfill the requirement set forth in DoD Instruction 6025.27 Sect. 5, (d), that directs the development and maintenance of a DoD Healthcare Ethics Portal to serve as a centralized resource for healthcare ethics information and will receive inquiries and request for consultation. DMEC requires a mobile application so that the content is accessible to users� smartphones so that updates can be made as they become available. QuickSeries Publishing Inc. is the only authorized vendor authorized to sell the software, product or platform with the required functionality. Therefore, QuickSeries Publishing Inc. is the only source reasonably available to meet the Government�s needs. This requirement will be procured in accordance with the procedures of FAR Part 13.106-1(b)(1)(i). Please see attached Sole Source Notice for full detail.�
