- Description
- The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed price purchase order, on a sole source basis, with Andeen-Hagerling, Inc. , for the purchase of �a AH2700A capacitance bridge for the Physical Measurements Laboratory (PML). The statutory authority for this sole source acquisition is FAR 13.106-1(b) by the authority of FAR Part 13 Simplified Acquisition Procedures. The Mass and Force group is developing an electrostatic force balance that requires ppm absolute accuracy in capacitance measurement. The continuous operating range has been demonstrated by the Fundamental Electrical Metrology Group to be an extremely accurate linearity testing instrument by testing it against a demo version of the Andeen-Hagerling AH2700A Option-C, Option-E capacitance bridge temporarily provided by the manufacturer. Upgrades to the AH2700A bridge that the manufacturer has recently implemented have improved the linearity of the bridge. Obtaining a 2700A bridge will ensure that NIST can test the calculable capacitor linearity measurements with the required level of precision. The group requires a convenient method to accurately characterize capacitance in a precision measurement application. Differential linearity performance must exceed 0.5 aF and relative precision and accuracy, traceable to NIST standards, required is on the order of 6 parts per million or less at multiple fixed frequencies between 1 kHz and 20 kHz. The AH-2700A is drop-in compatible with the NIST capacitance calibration system in the Fundamental Electrical Metrology group. NIST requires this 100% compatibility with the existing system. Furthermore, there is existing software, interface hardware, and an array of standard capacitors at NIST to enhance the performance of this specific model of bridge so as to meet the technical requirements of the experiment for relative absolute accuracy below 1 ppm and linearity performance below 0.5 aF. Delivery shall be FOB Destination and completed within 90 days from receipt of an order. The North American Industry Classification System (NAICS) code for this acquisition is 334515 and the size standard is 750 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. The Government will consider responses received by the due date and time established in this notice of intent. �Inquiries will only be accepted via email to joni.laster@nist.gov . No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
