Description

The Navajo Area Indian Health Service, Chinle Comprehensive Health Care Facility (CCHCF) intends to award a non-competitive, sole source purchase order to Proposed Contractor, McKesson Medical Surgical, to provide a Biomerieux Microbiology Vitek 2l analyzer, which is a new automated blood culture monitoring system, and computer/software that works with both systems.� The Sole Source authority cited FAR Part 6.302-1 - Only one responsible source and no other supplies or services will satisfy agency requirements. �The Proposed Contractor is the only capable vendor to provide supplies at the level required by the Government. � The Proposed Contractor is the only organization uniquely qualified to provide the required supplies to ensure that there is no interruption in services that could adversely impact direct patient care.� The Proposed Contractor possesses technical expertise, in-depth knowledge, qualification to provide supplies at the level required by the Government.� Clinical laboratory testing is a specialized entity, especially in regards to Microbiology testing. CCHCF Lab must adhere to laboratory regulations when bringing in new instrumentation. All new lab instrumentation has to be properly validated for use before reporting outpatient testing. CCHCF has used the Biomerieux systems for over 20 years and they have satisfactory performance and testing capabilities. CCHCF has all of the microbiology testing menus set up in RPMS for the Biomerieux systems and to switch to another company and analyzer that we are not familiar with will seriously impact patient testing. CCHCF intends to purchase a new model of the Biomerieux system along with the necessary computer based on instrument past performance. The transition from our current Biomerieux system to the new one will be an easy and fast transition that will not impact patient care. This notice of intent to award a sole source contract is not a request for competitive proposals. There will be no solicitation available for competitive quotes. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government and that the vendor is capable of providing said services. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted.� If no affirmative written response is received by May 12, 2021 5:00PM MST, the contract will be issued without further notice. A determination by the Government not to compete the proposed procurement base upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.� Any solicitation resulting from the analysis of information obtained will be announced to the public in Federal Business Opportunities in accordance with the FAR Part 5. However, responses to this notice will not be considered adequate responses to a solicitation. No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s).
