PR: 776-21-3-3249-0144 Nature and/or Description of the Action Being Approved: The Veterans Health Administration, Program Contracting Activity Central (PCAC) proposes to negotiate a sole source four (4) month bridge contract as a continuation of Integrated Health Standards Support Services for the Clinical Informatics and Data Management Office (CIDMO), Knowledge Based Systems (KBS), Standards and Interoperability (S&I) Division until a long term IDIQ contract can be established and awarded. The purpose of this contract is to act as a stop gap measure while the office finalizes and solicits the competitive acquisition under Request for Information (RFI) 36C77621Q0007. The initial IDIQ contract was a noncompetitive award (sole source) to Book Zurman, Inc. This contract will be a logical follow on bridge contract to replace contract # VA701-16-D-0017, that has a performance period ending May 17, 2021. The anticipated period of performance of the logical follow on bridge contract is from May 18, 2021 to September 17, 2022. The total estimated value of this award is $717,368.08. Description of Supplies/Services Required to Meet the Agency s Needs: This effort is a short-term bridge between KBS S&I s Integrated Health Standards Support (IHSS) Indefinite Delivery Indefinite Quantity (IDIQ) (vehicle ordering limit will be reached on 29 April 2021) and the comprehensive, longer-term follow-on IDIQ. Given the very limited time and urgent need to avoid a gap in service and support, the only way to continue seamless office initiative activity in the short-term (while awaiting the competitive acquisition) is to sole source to the current active vendor, Book Zurman, Inc. This sole source will encompass fixed-price contract line items (CLINs) from the scope of the current IDIQ task order activity and will be a continuation of services in the areas of: Program/Project Management and Knowledge Management (e.g. program management reviews, ongoing standards education, etc.), Industry Standards Development and Engagement (e.g. in-process specifications with the Object Management Group, in-process implementation guidance at Health Level 7, etc.), Interoperability Strategy and Architecture (in-process development of the Interoperable VA Blueprint, etc.), and Health IT Standards Advancement within the VA (standards adoption and implementation support to various project teams across the enterprise). These services are considered to be commercial-items and are available in the commercial marketplace. The total estimated value of this contract is $717,368.08. Statutory Authority Permitting Other than Full and Open Competition: The statutory authority permitting other than full and open competition is 41 USC 2304 (b)(2), Property or Services Deemed Available from Only One Source, as implemented by FAR Subpart 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements. COs may use the non-competitive (sole source) procedures authorized in VAAR 819.7007 or 819.7008 up to $5,000,000. Check the specific VAAR clause used below: (X) 819.7007 Sole source awards to a verified service-disabled veteran-owned small business; or ( ) 819.7008 Sole source awards to a verified veteran-owned small business The proposed award is a logical follow on to an existing vendor providing services under IDIQ contract # VA701-16-D-0017. Demonstration that the Contractor s Unique Qualifications and/or Nature of the Acquisition Requires the Use of the Authority Cited Above (applicability of authority): KBS S&I currently has several industry projects (in particular with HL7 and OMG BPM+) for which Book Zurman subject matter experts are documented standards authors/leads on behalf of the VA. Additionally, Book Zurman experts are currently deeply embedded in no less than four (4) VA projects in which they are directly supporting imminent standards needs that are critical to the success of those projects. Having a gap in service, due to timeline challenges with the competitive acquisition package, would result in negative impacts to the critical path of all S&I initiatives. Description of Efforts Made to ensure that offers are solicited from as many potential sources as deemed practicable, including whether a notice was or will be publicized as required by subpart 5.2 and, if not, which exception under 5.202 applies: A Notice of Intent to Sole Source (RFI) # 36C77621Q0244 was posted to Contracting Opportunities on April 12, 2021 and closed on April 16, 2021. There were no response received as a result of the publishing to contract opportunities. Per the Department of Veterans Affairs Acquisition Regulation (VAAR) 810.002 and Veterans First Contracting Program (VCP 2016) deviation, the Vendor Information Page (VIP.gov) was queried on April 19, 2021 to locate verified SDVOSB and VOSB concerns utilizing the NAICS code 541611. The search resulted in a list of 4,158 organizations. An email blast to the VIP query vendors was not conducted as this procurement is suitable for a direct award in accordance with 41 USC §3304(a)(5), 38 U.S Code § 8127(c), as implemented by FAR 6.302-5 (Authorized or Required by Statute). Contracting Officers may use the non-competitive (sole source) procedures authorized in VAAR 819.7007, Sole source awards to a verified service-disabled veteran-owned small business up to $5,000,000. Determination by the CO that the Anticipated Cost to the Government will be Fair and Reasonable: Price reasonableness has been determined based on a current comparison to the IGCE as well as a comparison to past acquisitions of the product. Description of the Market Research Conducted and the Results, or a Statement of the Reasons Market Research Was Not Conducted: Pursuant to FAR Part 10, the Class Deviation Implementation of the Veterans First Contracting Program as a Result of the U.S. Supreme Court Decision (Class Deviation Veterans First Contracting Program (VFCP 2016), VHAPM Part 810.001. the results of the market research conducted found (1) Service-Disabled Veteran-Owned Small Business, capable of performing the requirements. Book Zurman, Inc. meets the eligibility criteria outlined in VAAR 819.7003, they are verified in VIP and the action is below the $5M threshold. Any Other Facts Supporting the Use of Other than Full and Open Competition: None per the authority under 38 USC 8127(c).
