Description
A002 AMENDMENT A002 The above referenced solicitation is hereby amended to respond to a question submitted, incorporate a change to the statement of work, and extend the due date for quotations. 1. The following question and response are hereby provided: QUESTION: We have some concern about the pilot run. If we do a pilot run it is not at all going to be representative of the production batch given the small scale. Also, the timing of 45 days for a pilot run is going to be pretty tight. If we are willing to make the production batch on the risk of not doing a pilot run can this portion be omitted? RESPONSE: The shortcoming of skipping the Pilot/Validation run is that if the material does not meet the specifications in the SOR, the production pools are wasted. If the contractor is willing to take responsibility for wasting a production for failure to meet the final specification described in Attachment III Paragraph 8, then the change is acceptable because the change is at no cost to the government nor the change affects the requirement of the final product. In such case, the contractor may combine the pilot/validation run with the production run. Subsamples of the production pool will serve as pilot/validation run samples for testing. The contractor shall still submit an ROA with results of the same specification set forth for the pilot/validation run. 2. Consistent with the response to the question above, the statement of work is hereby amended as follows: Statement of Work, SOR Supplement: Specification for Performance, Section 5, Pilot/Validation Run, is hereby amended to incorporate the following: Alternatively, the pilot/validation run can be combined with the production run. Subsamples of the production pool shall serve as pilot/validation run samples for testing. In this case, the Contractor shall still submit an ROA with results of the same specification set forth for the pilot/validation run. The contractor shall be solely responsible for the risk and the associated cost if the pilot/validation run fails to achieve the target set forth in the pilot/validation run, and therefore, the production pool must be discarded. 3. The due date for quotation is hereby changed as follows: DELETE: May 5, 2021 at 3:30 PM Eastern Time ADD: May 7, 2021 at 3:30 PM Eastern Time. END OF AMENDMENT 002 A001 Amendment A001 has been posted. Please reference the attached document for amendment details. END The request for quotation is hereby attached.
