- SPECIAL NOTICE REQUEST FOR INFORMATION (RFI) For Solicitation # W9126G21RFI0004 Construction: Lewisville Spillway This is a SPECIAL NOTICE RFI announcement; a market survey for information only, to be used for preliminary planning purposes. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS SPECIAL NOTICE.� No reimbursement will be made for any costs associated with providing information in response to this special notice or any follow up information requests. The U.S. Army Corps of Engineers - Fort Worth District has been tasked to solicit for and award a construction project to repair the Lewisville Spillway as part of the Lewisville Dam Safety modifications Project, Lewisville, Texas. Proposed project will be a competitive, firm-fixed price, Design Bid Build contract. The government intends to issue a solicitation in 3Q FY21; however, the results and analysis of the market research will finalize the determination of procurement method. The type of set-aside decision to be issued will depend upon the capabilities of the responses to this request for information. Interested parties are requested to address the following items in their response: Can Directional Drilling techniques be utilized in high plasticity clay shales, such as the Eagle Ford Clay Shale? � Does softer rock (clay shale) cause issues with being able to direct (steer) the cutting head? � Total depth of drilling per anchor ranges from 170 to 180�� � Unconfined Compressive Strengths (UCS) of the shale vary between 10 to 130 tsf along the depth of the borehole.� The UCS vary linearly with depth from about 10 to 30 tsf for the first 2/3�s of the depth.� The UCS increases significantly from 30 to 130 tsf for the last 1/3 of the depth. � Can this technique be used strictly with air only with no added water? Based on previous investigations, addition of water in these high plastic clay shales increases the potential for clogging of cutting bits and discharge lines. � Can duplex casing be installed as the directional drill advances or is this a separate technique that is required to occur after the borehole is complete? Also include information such as: Company name, address, e-mail, telephone number, and points of contact. Upon review of all submissions in response to this RFI, the Corps may schedule individual meetings with any or all respondents to gain further understanding to their specific responses. Additional information: Any information submitted in response to this RFI is strictly voluntary. The purpose of exchanging information is to improve the understanding of Government requirements and industry capabilities, thereby allowing potential offerors to judge whether or how they can satisfy the Government�s requirements, and enhancing the Government�s ability to obtain quality supplies and services, including construction, at reasonable prices, and increase efficiency in proposal preparation, proposal evaluation, negotiation, and contract award.� All documentation shall become the property of the Government. Unless otherwise stated herein, no additional information is available and requests for the same will be disregarded. Interested Firms shall respond to this Special Notice no later than 10:00 A.M.
