- Description
- This is a Sources Sought/Request for Information only.� This is not a Solicitation Announcement, nor is it a Request for Proposal.� This request does not obligate the Government in any contract award.� The U.S. Army Corps of Engineers, Savannah District is issuing the sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to support the requirement for maintenance dredging.� The result of this market research will contribute to determining the method of procurement.� The applicable North American Industry Classification System (NAICS) code assigned to this procurement is 237990. The AIWW Altamaha Sound Beneficial Use of Dredged Material project and Selective Sites Maintenance Dredging Contract provides construction services, including furnishing personnel, transportation, mobilization and demobilization, equipment and materials required in connection with maintenance dredging and the pilot project.� This requirement has been traditionally performed with a hydraulic cutterhead dredge and the duration is expected to be six months from time of award.� Up to 600 thousand cubic yards of maintenance material is expected to be removed from the AIWW. The work is located within the Savannah District�s portion of the AIWW shallow draft waterway in the states of Georgia and South Carolina.� The AIWW in Savannah District begins in Port Royal Sound, South Carolina (Mile 552) and ends in Cumberland Sound, Georgia (Mile 713).� The AIWW project depth is -12.0� MLLW to include -2.0� of allowable pay overdepth (-14.0� MLLW). The widths vary from 90 feet in land cuts to 150 feet in natural waterways. Maintenance dredging will be performed in two selected sites on the AIWW; Altamaha Sound and Elba Cut.� The maintenance material from Elba Cut (mile 576 to mile 576.4) will be placed in Dredged Material Containment Area 14B which is across the Savannah River from the dredging site. The maintenance material in Altamaha Sound (mile 656.4 to mile 660) will be placed in an open water site to create a temporary 13.2 acre bird nesting site to assist Georgia Department of Natural Resources with available migratory shorebird habitat lost due to the last two hurricanes along the coast within the State.� Any shoaled material not being use for the bird island will be placed on Tract 36A which is an unconfined placement site on an island (Hammock) in the Altamaha River.� If you are interested in this project and/or your organization has the potential capacity to perform these services, please submit the following to the Point of Contacts (POC) information listed below: Name and Address of your Firm Point of Contact (name/phone/email) Company website Data Universal Numbering System (DUNS) number (http://www.dnb.com) Commercial and Government Entity (CAGE) code (https://cage.dla.mil/) Business Size, to include designation as HUBZone, 8(a), Service Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business, and Large Business.� The Government must be able to verify SBA certification of HUBZone, 8(a), and SDB via the System for Award Management (SAM) (http://www.beta.sam.gov/)�and Small Business Association (https://web.sba.gov/) Bonding capability for your firm in terms of single and aggregated bonding Capability statement addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability.� Please state if you have experience in performing heavy civil construction, mechanical dredging and the use of barges for hauling of sediments/dredged material for both upland confinement or in-river placement.� If significant subcontracting (self-performance is less than 15%) or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements to include the percentage anticipated to be self-performed by each party.
