- Special Notice Number: NFFN7110-21-01615 NOAA/NMFS/SEFSC This is a notice of intent to award a sole source purchase order and is not a request for competitive proposals. The Department of Commerce/NOAA/NOAA Fisheries, Office of Management & Budget, has a requirement for contractor support to identify, quantify, analyze and report upon the benthic invertebrate macrofauna encountered during Remotely Operated Vehicle (ROV) dives along the outer continental shelf between depths of 60 and 300m. The Office of Management & Budget intends to issue a sole source, firm-fixed price award to Harbor Branch Oceanographic Institute / Florida Atlantic University, in Florida for a base year period of performance. The award will be made using other than full and open competition procedures. Only one responsible source and no other supplies or services will satisfy agency requirements, and Simplified Acquisition Procedures in accordance with FAR 13.106-1(b)(1). The associated North American Industry Classification System (NAICS) Code is 541690 and the business size standard is $16.5M. This is a simplified acquisition with an estimated value of less than $250,000 total. This notice is not a request for competitive quotes or proposals and no solicitation will be issued. However, firms that believe they can provide the items as described that fully meets the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this notice. �Tailored technical capability statements should address the particulars of this effort, with appropriate documentation supporting claims of the statement of work sections �Required Knowledge and Experience� and �past performance.� If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government.
