- THIS IS NOT A REQUEST FOR PROPOSAL. NO PROPOSALS ARE TO BE SUBMITTED IN RESPONSE TO THIS NOTICE. This notice is issued by the NASA/Kennedy Space Center (KSC) to post a Draft RFP (DRFP) 80KSC021R0026-DRAFT for potential offerors to review and comment on NASA Fire Services Contract (NFSC) DRFP. The purpose of the NFSC is to acquire fire services at Ames Research Center (ARC), Kennedy Space Center (KSC), Stennis Space Center (SSC), Wallops Test Facility (WFF) and White Sands Test Facility (WSTF). Fire service requirements include; (1) Fire Operations and Fire Fighting, (2) Emergency Medical Services-Paramedic (Advanced Life Support), (3) Fire Protection, (4) Fire Prevention Inspection Program, (5) fire services training, and (6) Fire Investigations.� This is not a solicitation and NASA is not requesting proposals. This DRFP does not commit NASA to pay any proposal preparation costs, nor does it obligate NASA to procure or contract for this requirement. This request is not an authorization to proceed and does not authorize payment for any charges incurred by the offeror for performing any of the work called for in this solicitation. All comments shall be submitted electronically via email to Nancy S. Cuty, Contracting Officer, at KSC-NFSC-Info@mail.nasa.gov, no later than May 20, 2021 at 4:30 p.m. Eastern time using the attached Industry Comment Form. �� NASA Clause 1852.215-84, Ombudsman, is applicable.� The Ombudsman for this acquisition is Kelvin Manning who can be reached by email at Kelvin.M.Manning@nasa.gov or by telephone at (321) 867-7246. No final RFP exists; therefore, do not request a copy of the final RFP. Any subsequent final RFP will be synopsized prior to its release and published on https://beta.SAM.gov. It is the responsibility of prospective offerors to monitor this site for the release of any final RFP and any amendments. Prospective Offerors will be responsible for downloading their own copy of the final RFP and any amendments.? [End of notice] The purpose of this notice is to advice the public of the preliminary schedule for the NFSC acquisition. �For planning purposes, the Government anticipates: Issuance of Draft Solicitation: On or about April 30, 2021 Issuance of Solicitation: On or about June 7, 2021 Proposals Due: On or about July 6, 2021 Award of Contract: On or about September 30, 2021 Start of Performance: On or about December 1, 2021 Additionally, the Government anticipates activation of the NFSC website, https://procurement.ksc.nasa.gov/nfsc, around the time of release of the draft solicitation. �This website will provide prospective offerors access to a library of technical documents applicable to this acquisition. This preliminary information is for planning purposes only and shall not be construed as a commitment by the Government. �No solicitation exists; therefore, do not request a copy of the solicitation. �If a solicitation is released it will be synopsized in https://beta.sam.gov/. �It is the responsibility of prospective offerors to monitor this site for release of any solicitation or synopsis. [end of notice] The National Aeronautics and Space Administration (NASA) John F. Kennedy Space Center (KSC) is soliciting information from potential sources capable of providing fire services, as described herein, for Ames Research Center (ARC), Wallops Flight Facility (WFF), Johnson Space Center (JSC), KSC, and Stennis Space Center (SSC) under a contemplated NASA Fire Services Contract (NFSC). KSC will be the buying location for fire services at these sites.�� NASA KSC is seeking capability statements from all interested parties, including all socioeconomic categories of small businesses and historically black colleges and universities (HBCU)/minority institutions (MI) for the purpose of determining the appropriate level of competition or small business subcontracting goals for protective services.� The Government reserves the right to consider a small, 8(a), women-owned, veteran-owned, service disabled veteran-owned, economically disadvantaged women-owned or HUBZone small business set-aside based on responses received.� The North American Industry Classification System (NAICS) code is 561990 All Other Support Services and the corresponding small business size standard is $12 million (calculated in accordance with 13 CFR 121.104). Requirements under the contemplated NFSC include, but are not limited to: (1) Fire Operations and Fire Fighting; (2) Emergency Medical Services-Paramedic (Advanced Life Support); (3) Fire Protection Engineering; (4) Fire Prevention Inspection Program; (5) fire services training; (6) Fire Investigations. Fire Operations and Firefighting encompasses Firefighters that carry out tasks including but not limited to: Respond to ALL fire and medical emergencies at a NASA Center including but not limited to: Technical Rescue, Hazardous Material response, Causality Rescue, Aircraft Rescue and Fire Fighting (AARF), hydrant testing. Fire Prevention personnel carry out tasks including but not limited to; Inspections, identification of hazards, hot work permits. The Fire Protection Engineering program perform matters relating to fire protection engineering including but not limited to: type of construction, occupancy classification, facility separation, water supplies, fire alarm detection systems, standpipe systems, suppression systems, and life safety requirements. No solicitation exists; therefore, do not request a copy of the solicitation. If a solicitation is released it will be synopsized on beta.SAM.gov.� Interested firms are responsible for monitoring this website for the release of any solicitation or synopsis.� Interested firms having the required capabilities necessary to meet the requirements described herein should submit a capability statement of no more than 12 pages, no greater than 3MB, indicating the ability to perform all aspects of the effort. A page is defined as, one side of a sheet, 8 1/2"" x 11"", with at least one-inch margins on all sides, using not smaller than 12-point type.� Foldouts count as an equivalent number of 8 1/2"" x 11"" pages.� Responses must be submitted electronically in portable document format (PDF), with searchable text.� The capability statement must include; company�s name, address, and a point of contact (name, e-mail address, and address), Data Universal Numbering System number (DUNS) and Cage Code, number of years in business, annual receipts in accordance with 13 CFR 121.104(c) and the period of measurement used, company�s size and socioeconomic status under NAICS code 561990 All Other Support Services, ownership, affiliate information (as applicable)�including parent company and joint venture partners, interest as a prime or subcontractor, interest in being included on an interested parties list, and specific capabilities relevant to NFSC requirements.� It is not sufficient to provide general brochures or generic information.� In addition, the capability statement must include, at a minimum, three contracts in effect during the period: January 1, 2015, to the present.� For each contract, identify/provide the following:� contract number; customer name; period of performance; a brief description of relevant work performed; company role (i.e., prime or sub); number of employees; and contract or subcontract value.� Responses should not include proprietary or confidential information; however, if proprietary data is included in a reply, it is to be marked as such.� KSC is also interested in feedback, with supporting rationale, from industry regarding subcontracting opportunities and phase-in length. In addition, NASA contemplates adding fire services requirements at White Sands Test Facility (WSTF) under the proposed NFSC. However, a decision has not been made; therefore, KSC requests comments and suggestions with rationale from industry regarding inclusion or exclusion of WSTF under the NFSC.� This feedback may be used as research information to support development of an acquisition strategy and is excluded from the page limitation identified above.� NASA intends to update this notice on beta.SAM.gov to announce future opportunities for NASA and industry exchanges regarding the NFSC. Fire services applicable to the contemplated NFSC are performed under the following contracts:� NNA15BA92, ARC Protective Services Contract; NNK16OS01C, KSC Protective Services Contract II; NNG14WA44C, WFF Base Operations Contract; 80JSC020D0006, JSC Center Safety and Fire Operations Contract II; NNS15AA01C, SSC Synergy-Achieving Consolidated Operations and Maintenance Contract�and NNJ16HW06C, WSTF Test Evaluation and Support Team 2 Contract (if applicable). All responses shall be submitted electronically via email to KSC-NFSC-Info@mail.nasa.gov no later than October 21, 2020, 4:30 p.m. ET.� Please reference 80KSC021NFSC01L in any response.
