Description
This is a pre-solicitation sources sought announcement (SSA)/request for information (RFI), issued pursuant to Federal Acquisition Regulation (FAR) 15.2.� The STARE Project Office is conducting market research to determine if there are potential sources with the capability to provide Life Cycle Contractor Support (LCCS) for the Sentinel A3 Radar System. In accordance with Federal Acquisition Regulation (FAR) 15.201 (e), any response to this notice is not an offer and cannot be accepted by the United States Government (USG) to form a binding contract.�� No contract award is intended as a result of this request.� The USG will not pay for information received.� The USG WILL NOT reimburse respondents for any cost associated with any response to this notice.� The anticipated NAICS code is 541330, Engineering Services and anticipated PSC code is J014, Maintenance/Repair/Rebuild of Equipment- Guided Missiles.� The USG point of contact is Mrs. Amy D. Miller, CCAM-SM-A, Redstone Arsenal, AL 35898, amy.d.miller41.civ@mail.mil �No phone calls will be accepted, and all correspondence is limited to e-mail. This notice is being published in accordance with FAR Parts 10.002 and 15.201 as a Request for Information only.� A solicitation is not being issued at this time and this notice shall not be construed as a commitment by the USG to issue a solicitation or ultimately award a contract, nor does it restrict the USG to a particular acquisition approach. EFFORT The USG is seeking a contractor to support the following efforts: Implement Sentinel A3 LCCS in the form of supply support, organizational and sustainment level maintenance, transportation, training, fielding, systems engineering, reliability and maintainability, provisioning, configuration management of technical data for both hardware and software and quality assurance. � Perform material requirements planning, demand planning, obsolescence planning, contingency operations, overhaul and reset, modifications to hardware and software reliability-sustaining cost, data collection, readiness. SENTINEL A3 LCCS PROGRAM OVERVIEW This requirement is to acquire the following with ability to start performance NLT January 2023:� Supply support through material requirements, planning and demand forecasting to enable procurement and repair of critical spares, transportation of spares and management of spares through an inventory control point in both CONUS and OCONUS locations. � Organizational level maintenance through field maintenance representatives in both CONUS and OCONUS locations to include contingency operations and sustainment level maintenance though Army Depot Overhaul, Reset, and Line Replaceable Unit repairs. � Sustainment of Electronic Technical Manuals, Logistics Product Data, Engineering Data for provisioning and the technical data package (TDP) for the systems hardware, software and firmware. � Training and fielding support for system hardware and software modifications and improvements both CONUS and OCONUS. Materials and services acquired under LCCS must achieve a required readiness rate of 90% or higher for the Sentinel A3 Radar System worldwide, as regulated by Army Regulation 700-138. Describe your knowledge of the functioning and experience with the Sentinel A3 Radar or a comparable radar, as well as your company�s knowledge and ability in networking the Sentinel Radar or a comparable radar. � 5.� Describe your company's ability to support the Sentinel A3 Radar System without the hardware TDP or the kernel software. � 6.� Describe your company's capabilities for testing radar systems. � 7.� Describe the top five risks you foresee in executing an effort of this scope.� What steps would you likely take to mitigate the risks? � 8.� If you were to rely on subcontractors for this effort, what subcontractors would you use to do what percentage of which portions?� What are their experiences and do you already have a relationship with the subcontractor(s)? � 9.� Describe your company's approach and capabilities in obtaining and retaining qualified and experienced personnel.� How soon could your company secure qualified personnel? � Part C.
