This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii)�� �This is Request for Quote (RFQ) 70RDAD21Q00000066. See section IX for additional information on question regarding this RFQ. � Only one award will be made as a result of this solicitation. �This will be awarded as a firm fixed price type contract. � I.�� �Introduction/Background Sudden cardiac arrest (SCA) can strike anybody, anytime, anyplace and often without warning. It is believed that increasing age and existing coronary problems lead to an increased risk. Unlike a heart attack in which blood flow to the heart muscle is temporarily blocked, the primary cause of SCA is ventricular fibrillation. This is a life-threatening condition in which the heart�s normal electrical signals become disorganized and erratic, causing the heart to cease pumping blood effectively. Defibrillation or restoring the heart�s natural rhythm by applying an electrical shock is the only definitive treatment for SCA. According to the American Red Cross, an AED is a device that analyzes the heart�s rhythm and, if necessary, may help the heart to reestablish an effective rhythm of its own. An AED is about the size of a laptop computer, is portable, fairly easy to use, and can vary in cost considerably based on features. The accessibility of AEDs is important when Emergency Medical Services (EMS) arrival times may be delayed due to traffic congestion or remoteness of location. In order for AEDs to assist in saving lives, a comprehensive AED use program must be in place to ensure trained and qualified AED operators are on site to use the cardiopulmonary resuscitation (CPR) and advanced life support techniques. Immediate contact of EMS by calling 9-1-1 or the local emergency services number must also occur when an AED is used. A preventive maintenance program, as well as medical oversight, must also be components of the AED use policy. � For the complete notice, see the attached RFQ document.�
